Description
JOTFOC BRAND NAME MANDATORY PACKAGING AND SHIPPING INSTRUCTIONS The United States Coast Guard Surface Forces Logistics Center PATROL BOAT Product Line has a requirement and requesting quotations for the following part: ITEM 1 NSN: 5925 01-F12-3057 CIRCUIT BREAKER, SSDG EATON CUTLER-HAMMER WESTINGHOUSE J-FRAME JD BREAKER 3-POLE 250A 50C NAVAL RATED, STEEL TERMINALS AS PER THE SP-PP&M-001 REV D. INDIVIDUALLY PACKAGE, MARK AND SHIP MFG NAME: EATON CORPORATION PART_NBR: JD3250CVA08H09U20 SPECIAL 1049 QUANTITY: FOUR (4) THIS ITEM IS BRAND NAME MANDATORY Eaton Corporation Cutler-Hammer Products is the Original Equipment Manufacturer (OEM) that supplied the above referenced breakers when the vessels were originally built by Bollinger Shipyards LLC. This contract is intended to enable the Coast Guard to keep these cutters at their original operating capability, current mission requirements and maintain configuration/logistics control. Working in partnership with the OEM is in the best interest of the Coast Guard. These circuit breakers must conform to design, materials, size and operational requirements as they pertain to the electrical switchboard panels onboard the USCG 110' WPB Coastal Patrol Boats. These circuit breakers will detect a fault condition and, by interrupting continuity, to immediately discontinue electrical flow. This process will keep the electrical switchboard panel protected from damage caused by overload or short circuit. The reliability of these circuit breakers, which may be the most important, is critical to mission and personnel safety. The Eaton Corporation Cutler-Hammer Products identified in this acquisition were designed and tested to meet the electrical switchboard panel requirements and specifications at the time of vessel construction. The failure of these circuit breakers during power transfers could cause personal injury as well as cause a complete loss of ships electrical power. The reliability of the circuit breakers is known and acceptable; they have met Coast Guard mission requirements and safety standards through two decades of unrestricted use and thousands of operational hours. Determining the equivalency of any non- Eaton Corporation Cutler-Hammer Products will require operational testing, design reviews and system/sub-system re-engineering to determine their suitability. This effort will require costs that would be diverted from other logistics elements which then would impact other support areas for the 110' WPB. Failing to perform these additional efforts and accepting without evaluation so called equivalent circuit breakers are unacceptable and may result in potential personal injuries, reduced reliability, reduced safety, increased maintainability and increased logistical costs which will impact CG Mission requirements EACH ITEM TO BE INDIVIDUALLY PACKAGED IAW THE FOLLOWING: MIL-STD-2073-1E W/CHANGE 17, METHOD 10 ASTM-D-3951-10 SFLC SP-PP&M-001 DTD 06/06/11 EACH ITEM TO BE INDIVIDUALLY MARKED IAW THE FOLLOWING: MIL-STD-129P W/CHANGE 4 SFLC SP-PP&M-001 DTD 06/06/11 BAR CODING REQUIRED, IF CAPABLE, TO COMPLY WITH THE FOLLOWING: SFLC SP-PP&M-001 DTD 06/06/11 The items are used on various US Coast Guard vessels. All items will be individually packaged IAW ASTM-D-3951 and each item to be individually marked IAW SP-PP&M-001. Inspection and acceptance shall take place at Destination after verification of preservation, Individual packaging and marking requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment. Delivery shall be F.O.B. Destination to USCG Surface Forces Logistics Center, Baltimore MD. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-84 05 Oct 2015 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 334419 and the Small Business Size Standard is 500. This synopsis/solicitation is issued pursuant to FAR 6.302-1. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. The closing date and time for receipt of quote is APRIL 15, 2016 at _2:30_ p.m. Eastern Standard Time.
