GAF DRAFT RNAV notice REQUEST FOR INFORMATION (PLANNING PURPOSES ONLY) IPDS PANS-Ops RNAV Software RFI Instrument Procedure Development & Maintenance Software for United States Air Force Airfield Operations Purpose of Information Requested The purpose of this Request for Information (RFI) is for Air Force Life Cycle Management Center Aerospace Management Systems Division, Air Traffic Systems Branch (AFLCMC/HBAG) in support of Headquarters Air Force Flight Standards Agency (HQ AFFSA) to conduct a market research and evaluation to determine available instrument procedure development and maintenance software. Our primary interest is in quantifying vendors' capabilities to produce approach and departure procedures using International Civil Aviation Organization (ICAO) Procedures for Air Navigation Services - Aircraft Operations (PANS-OPS) criteria with and without North Atlantic Treaty Organization (NATO) Allied Air Traffic Control Publication (AATCP) supplemental criteria. Additionally, we need information on software ability to perform cyclic re-evaluation, data sources used by the software, ability to keep software updated to revised criteria, technology or changes to supporting data files, and if the software and capability is approved for use on DoD networks. Background The goal is to evaluate advanced systems capable of producing instrument approach and departure procedures using ICAO PANS-OPS criteria, specifically for Global Navigation Satellite System (GNSS)-based approaches and departures. Software will be assessed on how it will fit into current DoD instrument procedure processes, compliance with instrument procedure criteria, flexibility to allow procedure design outside criteria requirements, ease of use, output products and adaptability to DoD needs. The system must also be capable of retaining procedures and allow for the assessment of impact due to changes in the aeronautical environment. Capability information by completing the Appendix A, B and C tables that includes: a) Appendix A - Identification of design standard, available or optional capabilities b) Appendix B - Identification of procedure and chart evaluation capabilities c) Appendix C - Reponses to System Capabilities Narratives Tables The tables aim to be comprehensive, but may not be all inclusive. Please include succinct narrative comments and statements that describe the requirements and capabilities in the comments section of the tables. Written responses to table C may be added as an attachment to the response. In addition, any information that helps clarify the capability and what level(s) of customization may be required. Responses shall not contain US, Foreign Government, or NATO classified information to include RESTRICTED. 3. A brief history and explanation of the systems capabilities and application, including the website address(es) to obtain additional information about the products and services. 4. Historical performance information and point(s) of contact for whom the system was or is being developed. 5. Willingness to offer "no cost" product demonstrations or materials. 6. A rough order of magnitude of the costs for 40 licenses and a description of any support services. 7. Operating system required for operation, additional software required to support full operation, level of information assurance certification attained for the software. Disclaimer This RFI is issued solely for information and planning purposes and does not constitute a solicitation or a Request for Proposal (RFP). Responses to this RFI will not be returned. This request for capability information shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible nor reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. All information received in response to this RFI marked "Proprietary" will be handled in accordance with applicable regulations and statutes. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided in response to this RFI will be used to determine the availability of capabilities to provide initial, low cost screening of instrument procedure software applications. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted and in accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the government to form a binding contract.
