- 374th Contracting Squadron is seeking potential and eligible sources for Multiple-Award Indefinite-Delivery Indefinite Quantity (IDIQ) Contracts for Roofing at Yokota Air Base and Off-base Sites, Japan. The concepts of the solicitation and the resultant multiple-award contracts are as follows: Contract Period : Five (5) Years (Basic plus Four (4) Option Years). Main Scopes of Task Orders : Removal & installation of waterproof coating system, steel roof panel system, roof insulation and fasteners. Asbestos abatement may be required.  Places of Performance : Yokota Air Base and its associated off-base Sites (Fuchu Communications Station, Owada Commutations Station, Tokorozawa Transmitter Site, Yuki Radio Relay Site, Tama Service Annex, Momote Annex) Number of Contractors Selected for the Main IDIQ Contracts : Three (3) (The Government will reserve the right to award less or more Contractors) Guaranteed Minimum Amount for the life of the contract : Y250,000 for each contract Maximum Amount for the life of the contract : Y1,000,000,000 (total of the task order amounts for all the multiple IDIQ contracts) Source Selection Method for the Main IDIQ Contracts : Evaluation on Technical Proposal (Construction Business Licenses based on Construction Business Act in Japan) and Trade-Off of Price (for a Seed Project) and Past Performance Proposals on a basis Past Performance approximately equal to Price.   Evaluation Method for Task Orders : Unit Price Items will NOT be included in the main contracts. The task orders will be issued based on competition of lump sum pricing. Firms wishing to obtain complete solicitation package upon release are requested to respond in writing to this Sources Sought Notice to Mr. Ken Sato, Contract Specialist, by e-mail at ken.sato.jp@us.af.mil. NOTE: This acquisition is unrestricted; however, the solicitation will include clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified pursuant to AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
