Description
This sources sought is to determine the appropriate set aside. The NAICS Code is 237310 - HIGHWAY, STREET, AND BRIDGE CONSTRUCTION; size standards: $33.5 million. Please note: that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government anticipates issuing a solicitation set-aside to qualified companies interested in submitting a proposal when appropriate. The National Cemetery Administration as requested by the VA National Memorial Cemetery of the Pacific requires Road Repairs. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. This sources sought is to determine the appropriate set aside. DEPARTMENT OF VETERANS AFFAIRS, NATIONAL CEMETERY ADMINISTRATION National Memorial Cemetery of the Pacific (NMCP), 2177 Puowaina Dr. Honolulu, HI 96813; All work shall be performed in accordance the Description/Specifications/Statement of Work, contained in this contract. SCOPE OF WORK 1.GENERAL SCOPE OF WORK Contractor shall completely prepare site for project operations, and furnish labor and materials and perform work for repair and seal coating the roads as required by specifications. Visits to the site by Bidders may be made only by appointment with the Cemetery Director. 2.STATEMENT OF BID ITEM(S) BID ITEM I: Work includes all materials, equipment, labor, supervision to repair roads as follows; ID #ROAD/AREALENGTH (Feet)WIDTH (Feet)AREA (SF) (Grind +/- 2" Asphalt, SS-1H tack coat primer, Install +/- 2" New Hot Asphalt Paving) A Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 9 20 180 B Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 5 27 135 C Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 43 19 817 D Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 4 100 400 E Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 4 65 260 F Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 4 272 1,088 G Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 4 180 720 H Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 3 107 321 I Cemetery Drive Between Gate & Entry Overlook (ref pictures & drawing) 3 20 60 Total 3,981 NOTE: Areas for repair will be marked in paint by the contractor and must be verified/approved by the COR prior to beginning the repairs. 3.PHASING PLAN 3.1.Coordinate with the COR the schedule and sequencing of work. 4.ROAD REPAIR 4.1.Placement of Asphaltic Concrete Paving 4.1.1.Grind to a 2" depth and remove all loose materials from the compacted base. 4.1.2.Apply the SS-1H tack coat primer, and allow to dry in accordance with the manufacturer's recommendations. 4.1.3.Do not commence placement of asphaltic concrete materials when the atmospheric temperature is below 50 degrees F, not during fog, rain, or other unsuitable conditions. 4.1.4.Rolling: 4.1.4.1.After the material has been spread to the proper depth, roll until the surface is hard, smooth, unyielding, true and uniform thickness. 4.1.4.2.Roll in at least two directions until no roller marks are visible. 4.1.4.3.Finished paving smoothness tolerance: 4.1.4.3.1.No depressions which will retain standing water. 4.1.5.Protection: Protect the asphaltic concrete paved areas from traffic until the sealer is set and cured and does not pick up under foot or wheels. 5.PAVEMENT MARKING Not in contract 6.FIRE SAFETY 6.1.Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241. 6.2.Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with Contracting Officer Representative (COR). 6.3.Fire Extinguishers: Provide and maintain extinguishers in construction areas. 6.4.Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30. 6.5.Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas. 7.OPERATIONS AND STORAGE AREAS 7.1.The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the COR. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. 7.2.Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times. 7.3.Execute work so as to interfere as little as possible with normal functioning of Cemetery as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. 7.4.To minimize interference of construction activities with flow of Cemetery traffic, comply with the following: 7.5.Coordination work with Cemetery Director: The burial activities at a National Cemetery shall take precedence over construction activities. The Contractor must cooperate and coordinate with the Cemetery Director, through the COR, in arranging construction schedule to cause the least possible interference with cemetery activities in actual burial areas. Construction noise during the interment services shall not disturb the service. Trucks and workmen shall not pass through the service area during this period: 7.6.The Contractor is required to discontinue his work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit him to clean up all areas of operation adjacent to existing burial plots before these dates. 7.7.Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition at the end of each work day. 7.8.Final clean-up: Remove all equipment, tools, material, debris, rubbish, and excess material from the cemetery, leaving the areas in a clean. 8.COMPLETION TIME: Seven (7) calendar days from receipt of Notice to Proceed (NTP). - E N D
