Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to LEAP Technologies, Inc., 610 Jones Ferry Road, Suite 100, Carrboro, NC 27510-6113 for the acquisition of a LEAP Technologies Dual Head PAL3, RSI/RSI Autosampler. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is one 60-day base period. The purpose of this procurement is for LEAP Technologies, Inc. to provide the Dual Head PAL3, RSI/RSI Autosampler. LEAP Technologies is the only company that makes a compatible Dual Head PAL3, RSI/RSI Autosampler. The PAL3 Autosampler uses a system of servos which make it more reliable by reducing transport errors and fiber breaks to the barest minimum. This ability helps to streamline maintenance operations in our laboratory; thereby reducing the cost of replacing broken fibers. The new PAL3 Autosampler, apart from having a better mechanical design, comes with Chronos software that is compatible with our Agilent 7890A GC instrument software Chemstation. In essence, because we are familiar with the Chronos software, communication errors between instruments are prevented. The PAL3 Autosampler's Chronos software allows for single sample list control and optimizes intelligent time-management control. This is essential for our headspace and Solid Phase Micro-Extraction (SPME) automation that is required for our SPME headspace measurement of NHANES samples. It will not be feasible to purchase another type of Autosample that is not compatible to the Agilent 7890A GC Chemstation. To do so will alter the results of our ongoing study. This system also employs a dual arm system on one rail that is an exclusive product to LEAP Technologies, Inc. The dual system will allow for future automation and possible development of new methods. Other systems are not compatible with our Agilent 7890A GC Chemstation and prevent instrument communication signals, thereby causing delays and loss of sample data. There is no other company that can provide the required instrumentation with the ability to perform as the LEAP Technologies, Inc. Dual Head PAL3, RSI/RSI Autosampler. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to LEAP Technologies, Inc. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov NO LATER THAN 6:00pm EST on April 26, 2016. Reference solicitation number 2016-Q-64952 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
