Description
Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing one (1) liquid nitrogen phase separator in of support nanofabrication in the Center for Nanoscale Science and Technology (CNST), NIST’s nanotechnology user facility. The tool is used with liquid nitrogen to cool the wafer stage to -150 °C during high power etching in the CNST NanoFab as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies. After market research results are obtained and analyzed, minimum requirements specifications for the liquid nitrogen phase separator will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having no more than 500 employees. Please include your company’s size classification and socio-economic status in any response to this notice. The liquid nitrogen phase separator shall be used with an Oxford etch systems that uses liquid nitrogen to cool the wafer stage to -150 °C during high power etching. The required phase separator shall commercial off the shelf item and the contractor shall be required to remove the existing liquid nitrogen phase separator and install the new liquid nitrogen phase separator. The new system must be a Chart Industries Inc. Liquid Nitrogen Phase Separator part number 14936264 or equivalent including phase separator, controller, and sensors. The equivalent system must meet the following requirements: 1. Inlet pressure, 100 psig maximum 2. Outlet pressure, 30 psig maximum 3. Maximum withdrawal rate, 10 liters per minute 4. Volume 30 liters 5. Electric: 120-volt input 6. Automatic liquid level controller and sensors. 7. Inlet, 3/8” Female pipe thread 8. Outlet, 1/2” MVE male bayonet Instruction to Responders: Companies that are capable of providing this liquid nitrogen phase separator are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. 1. Name of the company(s) that offer the required system maintenance. In addition, provide a point of contact for the company(s). 2. 2. Indication of number of days, after receipt of order that is typical for start of the maintenance. 3. 3. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4. 4. Interested vendors shall address the OEM parts country of origin. 5. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
