Description
The General Services Administration (GSA) is soliciting construction contractors for the renovation of the William J. Green Federal Building in Philadelphia, PA. The government will utilize the “Construction Manager as Constructor (CMc)” also known and “Construction Manager at Risk” or “Guaranteed Maximum Price (GMP)” as the project delivery method. The project includes requirements for Design Phase Services and the option(s) for Construction Services at a Guaranteed Maximum Price (GMP). The award will be made using FAR part 15.101-1 - best value source selection. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose proposal conforms to the solicitation and offers the best value to the Government, considering the price and non-price factors. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: 1. Prior Experience on Relevant Projects 2: Management Plan 3. Past Performance on Relevant Projects 4. Key Personnel Qualifications 5. Project Labor Agreement (PLA) 6. Subcontracting Methodologies The Contractor must demonstrate their compliance with CAS through the submittal of all disclosures in accordance with FAR 52.230-1, Cost Accounting Standards Notice and Certifications and FAR 52.230-7, Proposal Disclosure - Cost Accounting Practice Changes. Cost Accounting Standard (CAS) compliance shall represent a go/no-go evaluation factor. The successful offeror will be required to use an “open book accounting system” which will be subject to periodic government review. The estimated total construction cost for the project falls within the range of $60,000,000.00 and $80,000,000.00. Offerors will need to provide proof of bonding capacity at the time of proposal submission. Offerors must submit a letter from a certified bonding agent that provides proof that the offeror can obtain a bond equal to or above their “Guaranteed Maximum Price” Proposal (for a single contract). Design phase services are anticipated to commence upon award of the contract on or about November, 2016. The Optional Construction Phase Work is anticipated to be awarded on or about December 2016, with a performance period of approximately 1460 calendar days (4 years). SCOPE SUMMARY: The William J. Green Federal Building is a 10 story office building containing 507,669 usable square feet, 708,975 rentable square feet, and 841,280 gross square feet. It was designed in conjunction with the adjacent James A. Byrne Courthouse and was completed in 1974. The two building federal complex shares common mechanical systems and the first floor of each building is linked by a common circulation area and plaza. The main customer agencies are the Federal Bureau of Investigation (FBI), the Internal Revenue Service (IRS), and the Drug Enforcement Administration (DEA). The renovation project will occur at the William J. Green Federal Building located at 600 Arch Street, Philadelphia, PA. This is a space consolidation project affecting multiple tenant customers in a fully occupied building with minimal swing space. GSA intends for the building to remain occupied for the duration of the construction project. This project will provide tenant interior improvements as well as select building shell system upgrades in order to accommodate a wide range of Government objectives: · Renovate multiple outdated offices into flexible and collaborative work spaces · Increase space efficiency and utilization throughout the building · Consolidate off-site leased space into the Federal Building · Improve building systems This project will allow for involved agencies to more efficiently occupy their space through a variety of economical workspace solutions. It will incorporate sustainable design principles, efficient space planning, innovative technologies, and contemporary interior design to transform the building into a model workplace that is responsive to the existing building architecture. A pre-proposal conference will be held in May of 2016 at the William J. Green Federal Building located at 600 Arch Street, Philadelphia, PA 19106.
