Description
This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Los Angeles has been tasked to solicit for and award an MHE-IE Service Contract. Proposed project will be a competitive, firm-fixed price procured in accordance with FAR 12, Acquisition of Commercial Items. The government intends to issue a solicitation for a multiple year contract, however, the results and analysis of the market research will finalize the determination of procurement method. The type of General Services Administration (GSA) or set-aside decision(s) to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include General Services Administration (GSA) and Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business, Economic Disadvantaged Women Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing various services on MHE-IE Units. Operations and Maintenance (O&M) Section, S. El Monte CA 91733, requires Preventative Maintenance and Inspections (PM and I), Repair Services, Towing and Parts/Delivery by an industry standard qualified and certified mechanical service truck or maintenance facility. The O&M Section requires these services to meet their mission requirements to maintain seventeen (17) USACE dam, and administrative facilities (See Appendix A). The number of units requiring these types of maintenance and repair services is Forty-two (42) each Material Handling Equipment (MHE) and Nineteen (19) each Industrial Equipment (IE) (See Appendix B). The Contractor shall furnish all labor, equipment, tools, supplies, repair parts etc., to perform timely and effective services when requested by the Contracting Officer Representative (COR) through a Facilities and Equipment Maintenance System (FEM) work order. The Contractor will implement a Quality Control Program (QCP) to manage all aspects of this PBWS/Contract. This should ensure timely equipment repairs, towing services and a parts delivery service to and from all facility locations as required. The Contractor shall provide all services required 7-days a week 0600-1630 when the COR requests this support in advance either by Telephonic, or E-mail. The vendor will follow all state, federal regulation The Contractor will follow the state, federal regulations, 29 CFR the U. S. Department of Labor, Occupational Safety and Health Administration System (OSHA), 1926 Construction Industry Regulations and The Engineer Manual (EM) 385-1-1 Safety and Health Requirements Manual, while providing service under this contract. The estimated price range for this project is: Between $500,000 and $2,500,000 Estimated duration of the project is One Base Year and Four Option Years. The North American Industry Classification System code for this procurement is 811310 is Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a small business size standard in millions of dollars $7.0. The Standard Industrial Code are: Industry Group 353: Construction, Mining, and Materials Handling Description for 3531: Construction Machinery and Equipment. Industry Group 356: General Industrial Machinery and Equipment, Description Various Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 50% (Services, except construction) of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. - This applies to NAICS 811310 8(a) firms are reminded they need to have a bonafide office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 1 June 2016, and the estimated proposal due date will be on or about 8 July 2016. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall include the following information (in addition to minimum capability requirements listed below): 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's supporting documentation for the evaluation of the minimum capabilities required to perform this requirement. 4. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute maintenance service, comparable work performed within the past 3 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 5. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or EDWOSB or WOSB. 6. General Services Administration (GSA). Minimum capabilities required include (please address item numbers 1-5): 1. Do you follow and are you certified by your state for all MHE-IE services, and if so, please provide a copy? Can you provide services in accordance with Pamphlet No. EP 750-1-1, dated 30 November 1997, Maintenance of Supplies and Equipment Procedural pamphlet (Appendix C)? 2. Does your company employee certified heavy industrial mechanics? b. Certified diesel mechanics, hydraulic, electrical, body work etc.? c. Submit a copy of current Workers' Compensation insurance certificate. d. Submit a copy of current Liability insurance certificate. 3. Does your company provide towing services? a. Can your company provide towing services to the facilities in Appendix A. 4. Does your company provide parts and materials? 5. Document a minimum of three years of work experience in the MHE-IE repair service industry. a. Current employer must sign application to verify current employment and work experience within the last three years. Inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
