Description
Subject to the Federal Acquisition Regulation (FAR) Clause 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this announcement constitutes a Sources Sought Notice to determine whether qualified and experienced sources are able to provide parachute maintenance, repair, and training support based on the minimum requirements below: 500+ logged parachute jumps 5+ years Joint Special Operations experience in support of parachuting operations Military Master Parachute Rigger Contractor must have extensive knowledge and experience in the assembly, packing and repair of the MJN-1 Personal Parachute and SOV3 Tandem Parachute Systems. Contractor must have an extensive knowledge of packing and assembly techniques of the military tandem bundle system (MTTB). Contractor shall possess a current FAA Master Parachute Rigger Certification Contractor shall have extensive experience and certifications as identified below and shall be required to maintain all said licenses and certifications for the complete duration of the contract period: This is not a solicitation announcement for quotes and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Place of Performance (Site Locations ) Parachute maintenance, repair and upkeep of parachutes and associated systems will be conducted within a 100 mile vicinity of Hampton Roads, VA. In addition, training in support of parachuting operations will be conducted at various locations within the Continental United States (CONUS). The contractor will be required to travel to various CONUS locations as required; travel duration is not likely to exceed 42 days per year. All travel will be reimbursed in accordance with Federal Joint Travel Regulations (JTR). NAICS Code The NAICS Code for this requirement is 561990 All Other Support Services, and the Size Standard is $11M. Anticipated Contract The proposed contract will be a single award with Firm Fixed Price (FFP) provisions. Period of Performance The requirement for parachute maintenance, repair, and training support services will consist of a one-year base period and option provisions to incorporate two one-year option periods thereafter. Security Performance of work will require a Secret Clearance. Interested vendors shall have and maintain a Secret Clearance prior to award and during the period of performance(s). Additionally, the contractor will be subject to SECNAV M-5510.30, Department of the Navy, Personnel Security Program and all NSW security requirements and regulations. Package Submission - No reimbursement will be made for any cost associated with providing information in response to this announcement and any follow-up request. Responses to this Sources Sought request should reference H92244-16-T-0134 and shall include the following information: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business or Small Business. 4. If the services can be solicited from a GSA schedule, provide the GSA contract number. 5. All technical questions and inquiries may be submitted within the response. 6. Also indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Responses shall be submitted electronically to Kelly Patrick at kelly.patrick@vb.socom.mil by 19 April 2016. Again, this is not a request for a quote. Respondents will not be notified of the results.
