- The Naval Sea Systems Command (NAVSEA) intends to issue a sole source order, order 0009, under Basic Ordering Agreement (BOA) N00024-14-G-6210, to Northrop Grumman Systems Corporation (NGSC), Maritime Systems of 1070 Seminole Trail, Charlottesville, VA 22901, for engineering services in support of the Voyage Management System and the AN/BPS 15/16 Series Radar with a period of performance from June 2016 through September 2018. A cost plus fixed fee (CPFF) level of effort (LOE) order shall provide engineering services to integrate and test the current migration of Voyage Management Systems (VMS) 9.3 to the Microsoft Windows v7 operating system environment; the end resulted being the migration of the system to VMS 9.4. NGSC Maritime Systems is the sole and original designer, developer, and producer of the AN/BPS-15/16 Radar Series and is considered the only known entity capable of performing the required engineering services needed without program delays and without excessive costs. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Interested parties may respond to this synopsis with a letter of capability and interest, or proposal. This notice of intent is not a request for competitive proposals. However, all capability statements received after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
