- On a SOLE-SOURCE basis, the U. S. Department of Transportation's (DOT's) Crisis Management Center (CMC) plans to purchase, from ESI Acquisition, Inc., of 823 Broad Street, Augusta Georgia 30901-----which is a company OWNED by Intermedix Corporation-----WebEOC Modules and a Board Data Manager and related services. CMC has been using WebEOC as an information management tool since 2010. This software system is web-enabled and is locally-configurable to allow for the unique crisis management work performed by DOT. Intermedix is the sole developer and licensor of the WebEOC-branded software needed by CMC. Since its initial development and release in 1999, Intermedix has maintained control over the source code, the WebEOC trademark and all other proprietary rights embodied in the WebEOC Professional software. As the only entity with access to the WebEOC source code, Intermedix is the only entity which may accurately diagnose software errors and defects, issue corrections and fully integrated enhancements, and warrant performance of the software. And Intermedix is the only entity that provides board building services, which are also needed by CMC. Intermedix also provides a wide range of related professional services, which are specialized in nature and are focused on configuration and technical support for the proprietary software technology. These services, such as board building, frequently require access to Intermedix proprietary information and are not available through or resold by any third parties. DOT knows of no qualified source other than Intermedix (and its OWNED company named ESI Acquisition, Inc.), and accordingly DOT intends to purchase-----from Intermedix's owned company, ESI Acquisition, Inc.-----on a SOLE-SOURCE basis, the WebEOC Modules and Board Data Manager and related services mentioned above. Nevertheless, any company OTHER THAN Intermedix and ESI Acquisition, Inc., which believes that it is fully capable of meeting all of DOT's needs at the high level of quality indispensable to CMC, may attempt to prove such capability by e-mailing a Statement of Qualifications to james.mowery@dot.gov and to gale.hines@dot.gov not later than 11:59 PM Eastern Daylight Time April 26 th, 2016
