- Market Survey for Gallium Arsenide Microwave Monolithic Integrated Circuits for Use in Defense Electronics Market Survey for Gallium Arsenide Microwave Monolithic Integrated Circuits for Use in Defense Electronics February 2016 Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a pre-solicitation RFI for conducting market research only. No award is intended as a result of this synopsis. The Government will not reimburse costs incurred by Respondent in response to this RFI, or for participating in information exchange regarding details of the RFI. Synopsis: The U.S. Army Communications-Electronics Research, Development and Engineering Center (CERDEC) Intelligence and Information Warfare Directorate (I2WD), on behalf of U.S. Army Product Manager (PdM) Radars is conducting a Market Survey to identify qualified suppliers of Gallium Arsenide Microwave Monolithic Integrated Circuits (GaAs MMICs) meeting our requirements. Due Date: 3PM EST 26 April 2016. Pending a review of the responses, the quality of submission and the level of specification of the information provided, Government intends to down-select responses and may conduct follow up discussions (if needed) with Respondents. Please note however, the Government is under no obligation to conduct these follow-up Q&A sessions. Description: The U.S. Army PdM RADAR, through its prime contractors, intends to procure MMICs for use in defense electronics. CERDEC I2WD RSID is attempting to identify qualified suppliers of GaAs MMICs meeting our requirements. Qualified suppliers are expected to have fully qualified 0.25 micron and/or 0.15 micron pseudomorphic High Electron Mobility Transistor (pHEMT) processes that are at a manufacturing readiness level of MRL-9 (MRL 9: Low rate production demonstrated; Capability in place to begin Full Rate Production) or better and have fully released process design kits (PDKs). Companies meeting these minimal qualifications are invited to request source control drawings (SCDs) that provide parametric details for each of the MMICs that may be procured. Requested Information: Interested sources are requested to submit a brief summary of capabilities to include in-house capability, to include information such as: Description of company as pertains to MMIC technology Company size Past experience with the GaAs MMIC technology Provide examples of recent contracts/task orders in the last 3 years for GaAs MMICs As a Prime-Contractor As a Sub-Contractor Pertinent Points of Contact Submission Requirements: All assumptions, including any assumed government support, shall be clearly identified. All documents shall be portion marked accordingly. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). All respondents to this RFI MUST BE US CITIZENS. All emailed questions and RFI responses shall contain the subject line: GaAs Amplifier Market Survey Responses are required in Adobe PDF or Microsoft Word (1-inch margins and 12 point Arial or Times New Roman font). Documents shall not exceed 10 (ten) pages in length - excluding title page and table of contents. An electronic copy of each proposal shall be submitted. An individual proposal submission from an offeror shall not be above the level of UNCLASSIFIED//FOR OFFICIAL USE ONLY. Responses must be submitted via email to: usarmy.apg.rdecom-cerdec.mbx.i2wd-radar-rfi@mail.mil Questions and requests for clarification of information, or SCD requests must be submitted to: usarmy.apg.rdecom-cerdec.mbx.i2wd-radar-rfi@mail.mil no later than 3PM EST 26 April 2016. Requests must be submitted only to the email address specified above. Any other forms of request for additional information will not be honored. Clarification may be in the form of Distribution D: Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only. This controlled information will not be disseminated without appropriate proof of respondent's access to such materials. If requesting an SCD your company will first have to sign a Non-Disclosure Agreement. Upon approval drawings will then be issued.
