Description
Draft Performance Work Statement (PWS) for Logistic Services - Supply, Vehicle Operations and Vehicle Maintenance. Map with directions from Visitor Center to 82d Contracting Squadron. 82d Contracting Squadron is seeking information concerning the availability of contractors capable of providing non-personal services for Logistic Services (Supply, Vehicle Operations, and Vehicle Maintenance) at Sheppard AFB, Texas. This Sources Sought Notice is issued solely for information, planning purposes, and market research in accordance with FAR Part 10. This sources sought is seeking interest from Service Disabled Veteran Owned Small Businesses capable and interested in performing Logistic Services for Sheppard Air Force Base (SAFB), Texas. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No Award will be made from this sources sought. A solicitation might be available late 2016; therefore, do not request a copy of a solicitation at this time. The United States Air Force is not seeking proposals and will not accept unsolicited proposals. Sources sought for the contractor to provide services to support a broad range of supplies, equipment, mobility bags, clothing, weapons, and other material required to support 82d Training Wing (TRW), 80th Flying Training Wing (FTW), supported satellite accounts, and other Department of Defense (DoD) agencies receiving support from Sheppard Air Force Base (SAFB), Texas. Transportation services include moving passengers and cargo via surface, to include maintenance of SAFB and any applicable Detachment's vehicles. Transportation support is provided to the 82 TRW, 80 FTW, and tenant organizations as well as other government agencies as prescribed by support agreements. In addition, support is given to several DoD units during contingency deployments. The contractor must act as liaison on transportation issues with Air National Guard and AF Reserve units on peacetime and wartime matters and review the base deployment plan, base support plan, and other agreements to provide transportation inputs when necessary. Please keep in mind that this gives general description of the scope of work that could be required and does not define the final requirement. For your information, a draft Performance Work Statement (PWS) is attached. This acquisition is being considered to be Set-Aside for an eligible Service Disabled Veteran Owned Small Business Concern. The North American Industry Classification System (NAICS) code is 561210 and the small business size standard is $38.5 million. A Firm Fixed Price Performance Based contract will be used for this requirement. Period of performance will be for a base period and four (4) one-year option periods, estimated to start 1 October 2017. Be advised the government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought. INDUSTRY DAY/SITE VISIT An industry day/site visit is scheduled for 0800 hours on 4 May 2016. POTENTIAL OFFEROR, PLANNING ON ATTENDING THE INDUSTRY DAY/SITE VISIT MUST NOTIFY THE 82d CONTRACTING OFFICE @ 940-676-4450 NOT LATER THAN 27 April 2016 BY 5:00 pm CST. Please provide the name, date of birth, and valid driver license number of individual attending. This will assist us in streamlining the entry access by providing an Entry Authority List (EAL) to the Entry Control Center. Those attending the industry day/site visit must be at the Sheppard AFB Entry Control Center (Main Gate) NLT 7:30 am on 4 May 2016, with driver's license, vehicle registration, and proof of insurance. From the visitors center proceed to Bldg 1662 (82d Contracting Squadron) for a short briefing and then a guided tour of the sites. Potential offeror's are encouraged to participate in the industry day/site visit and take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work and cost thereof. Failure to do so will not relieve offeror's from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or representations concerning the conditions made by any of its officers or agents prior to an executed contract. Be advised the government will not pay for any travel, lodging, or per diem associated with the industry day/site visit. All cost associated with this industry day/site visit will be solely at the expense of the respondents. No basis for a claim against the government shall arise because of the Industry day/site visit.
