Description
Draft Performance Work Statement Description The US Air Force, 48th Contracting Squadron, RAF Lakenheath, United Kingdom (UK) anticipates to solicit (i.e. tender) in the near future for laundry services in-support of multiple units on RAF Lakenheath and RAF Mildenhall. These will include tablecloths, bed linens, towels, cleaning cloths, and uniforms. The requirements and levels of services are outlined by the attached "DRAFT" copy of the Performance Work Statement (PWS). The contractor shall provide all management, tools, materials, supervision, supplies, equipment, transportation, and labor necessary to ensure that laundry services are performed in accordance with the requirements contained in the attached "DRAFT" PWS. The anticipated forthcoming solicitation will require companies who wish to tender, to propose prices as "Firm-fixed-Priced" ; whereby such proposed pricing will not be subject to adjustment, revision, and/or negotiation during the US Government's evaluation process leading to a subsequent contract award decision. While the US Government recognizes the relevance of UK Transfer of Undertakings, Protection of Employees (TUPE) regulations, and the availability of related information to companies wishing to propose, the responsibility to provide TUPE-information rests solely with the transferor (i.e. incumbent contractor). Accordingly, during the solicitation phase, proposal evaluation, and award of the resultant contract, the US Government will not have access to, knowledge of, nor becomes involved with, TUPE-information related to the incumbent contractor. This also includes the US Government's exemption from becoming responsible for any associated TUPE-liabilities, to include indemnification, that may transpire between the incumbent contractor and any other company that potentially results from a follow-on contract. NOTE: Although a "DRAFT" Performance Work Statement is provided, this notice does not constitute a solicitation/tender. This notice is for market research and planning purposes only. Requested Information The following is requested from interested companies; •1. If/When the aforementioned service is formally solicited by the US Government, would your company be interested in submitting a proposal? If so, please provide the contact details of your company. •2. With reference to the aforementioned RAF bases and requirement outlined by the PWS, please indicate if your company is currently providing like-services similar in scope and complexity for any other customer? If, so, please provide a listing of those contracts/projects with respective customers and estimated contract cost. •3. Based upon the attached "DRAFT" PWS attached, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government's requirements? •4. Based upon the attached "DRAFT" PWS attached, are there commercial industry practices that appear to differ greatly than what is being requested by the US Government under the anticipated, forthcoming solicitation/tender? Specifically, is it industry practice to launder customer-owned bed linen, towels, and tablecloths or to supply clean linens items to the customer? Additionally, is it industry practice for one company to service all of the different types of laundry or do companies normally specialize in only one or a few types?
