- SOW Purpose of this Notice: This is strictly market research to assist in determining the appropriate acquisition strategy to obtain contractor support services to perform the same or similar requirements to those described in this notice. The Office of Acquisitions may or may not issue a solicitation following this sources sought notice. Reponses to this sources sought notice shall be the submission of a capability statement (detailed to be germane to the attached Scope of Work [SOW]). The Office of Acquisitions (OA) will not entertain questions regarding this market research. This is a SOURCES SOUGHT NOTICE posted for INFORMATIONAL PURPOSES ONLY and will be used to assist the OA in determining the availability of small businesses that have the capability in providing the services needed to support the Department of Environmental Protection (DEP) with services that are anticipated are the remediation of identified and encountered hazards, which may be required to renovate or demolish NIH space. OA is interested in responses to this notice from small businesses (including 8(a) businesses, service-disabled veteran owned small businesses, HUBZone small business, veteran-owned small businesses, women-owned small businesses, and small disadvantaged businesses). Background: The Division of Environmental Protection (DEP) is a support unit at NIH that is responsible for providing environmental compliance services pursuant to various federal, state, and local laws or regulations. One responsibility is the Environmental Site Assessment and Remediation initiative that began in 2002. This initiative is also referred to as decommissioning. The purpose of this acquisition is to obtain the services of a qualified and experienced contractor to assist DEP with facility survey and oversite to support remediation, demolition, and general environmental related services at NIH. Primary services that are anticipated are the remediation of identified and encountered hazards, which may be required to renovate or demolish NIH space. Renovations and demolition activities at NIH are required to modernize older facilities, address non-functioning elements of facilities, or to remove environmental or occupational hazards from facilities. Response Requirements: Submit one hard copy and electronic copy of the capibility statment (USB drive only). Each firm's capability statements that are submitted in response to this Sources Sought Notice, must demonstrate the capability of performing all tasks that are listed under the SOW. Each firm shall demonstrate in its capability statements that it can meet the following items listed below: Please provide in percentage how much of the work your firm complete as described in the Draft SOW and how? If the Prime contractor is going to rely on a subcontractor to perform a portion of the work, how will the Prime contractor manage the subcontractor's performance? Please describe as a Prime contractor how you would demonstrate this capability. Can the firm demonstrate the ability to deliver results required by the SOW under a tight time frame? All offerors must register on http://www.sam.gov • Please provide socioeconomic status if the firm is small business as outlined on www.sba.gov. • Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses. Teaming Arrangements: Entities seeking to respond to this notice as a team or to rely on subcontractors to perform any portion of the work must include the above-requested information and certifications for each entity on the proposed team or each proposed subcontractor. The contractor and any subcontractors must not have any relationships or arrangements through business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of the proposed tasks. If such relationships or arrangements exist, contractors or subcontractors shall be required, during the procurement process (if one occurs), to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated.
