Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 12, 2016. Description: The purpose of this contract is to secure services to mechanically treat (masticate) up to 242 acres (202 base acres and 40 optional acres) in mixed-aged timber, plantations and naturally regenerating stands. The contractor shall furnish all labor, equipment, supervision, transportation, supplies except those designated as Government-furnished and incidentals to perform all work specified therein. Location: Maps will show the location of items to be treated. It shall be the responsibility of the Contractor to determine the most suitable route to each unit. All access routes used by the contractor will be subject to prior approval of the Forest Service. Most roads are generally accessible between the months of April through December: high clearance vehicles may be necessary on some roads. The Government assumes no responsibility to maintain roads in a passable condition and assumes no obligation to do special maintenance to keep roads/access routes open. The roads have either native or aggregate surface. Care must be taken to minimize damage to all road surfaces and associated drainage structures when moving equipment. Delays to public and commercial traffic on all roads will need to be minimized. Use of unauthorized routes outside of treatment areas and closed roads shall be approved by the COR prior to their use. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than time and date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management(SAM) prior to award.
