Description

Department of Veterans Affairs, Network Contracting Office 18 intends to negotiate on a sole source basis [IAW FAR 6.302-1 and 13.106-1(b)] with Maquet Medical Systems USA, 45 Barbour Pond Drive, Wayne, NJ 07470 as the only responsible source of providing certified preventative maintenance and inspection services in accordance with manufacturer's preventative maintenance (PM) specifications to the following equipment, but not limited to: (2) HL2 Console, (2) Rotaflow and (8) roller pumps. Maquet systems (along with components) require two PM services per year including replacement of necessary parts. If the either system is in need of repair the vendor will provide full maintenance and parts. Since these are Life-Support equipment it is The Joint Commission requirement to complete the required PMs. The proposed contractor, Maquet Medical Systems, is the original equipment manufacturer (OEM) of this equipment. There are no other vendors trained and certified by the OEM to provide support/service/parts to these systems. There are no other vendors or authorized personnel certified to maintain these systems. Since it is Life-Support equipment is it extremely dangerous and negligent to allow any vendor other than those certified by the manufacturer to maintain the equipment. Service is to include, but not limited to the following: travel and labor for repairs and preventative maintenance, emergency after hour travel and labor, loaner systems and batteries. Procurement is to be for one base year, and four option years. A sources sought notice was posted to FBO under VA258-16-N-0318. The sources sought notice was open for two weeks, 3/22/16 - 4/5/16 and requested any potential vendors that are authorized/certified to provide preventative maintenance on the Maquet equipment to respond with proof of documentation of certification. Only the OEM Maquet responded to the sources sought notice. This procurement is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under NAICS 811219 with a Small Business Size Standard of $20.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit proof of certification, including costs, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
