- NSN 1R-4820-016481093-P8, REF NR GA31538, QTY 150 EA, DELIVERY FOB ORIGIN. NAVSUP Weapon Systems Support (NAVSUP WSS) intends to solicit the Boeing Company (81205) for the purchase of multiple items associated with the P-8A Poseidon craft platform. (See below for list of items). NAVSUP WSS's intention is to award a Firm Fixed Price contract. Although the Navy intends in the future to obtain competition wherever feasible for the subject items (generally referred to as common commercial parts), key logistics/support data essential to competition is not currently available. Specifically, essential provisioning data and engineering/technical data necessary for manufacture and acceptance of the subject parts (initially developed for the 737 aircraft by Bowing Commercial Aircraft or its commercial sub-venders) is not available to the Navy. In addition, Critical Safety Item (CSI)/Critical Application item (CAI) determinations for the P-8A continue to be made and life limits assessed, including for commercial common parts. Given such circumstances, at present, purchases of the listed items will only be made from Boeing the airframe manufacturer, from Original Equipment Manufacturers (OEMs), or from distributors (if any) to assure parts integrity given the P-8As critical mission and early deployment status. On or more of the items under this acquisition may be subject to the Free Trade Agreement Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This is a sole source spares requirement. The Government physically does not have in its possession sufficient, accurate, or legible data to contract with other than the current source. Only the source(s) previously approved by the Government for this item have been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. One or more of the items under this acquisition is subject to Free Trade Agreements. (FAR 52.225-3). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5) These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Brochure which can be obtained on the internet at : https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps. These brochures identify the technical data required to be submitted based on your company's experience in production of the same of similar item, or if this is an item you have never made. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
