Description
The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the United States Navy and the United States Army is releasing this Sources Sought Notice to inform interested parties of the Government's interest in establishing a Section 815 Other Transaction Agreement (OTA) to develop and mature technologies in the critical fields of electronics and packaging technologies. Section 815(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2016, Public Law (P.L.) 114- 92, as amended (Title 10 United States Code (U.S.C.) Section 2371b note), authorizes the Secretary of the Army (SA) to carry out prototype projects that are directly relevant to enhancing mission effectiveness of military personnel and the supporting platforms, systems, components or materials. The Government must ensure that, when an agency enters into an OTA for a prototype project under this authority, nontraditional defense contractor(s) participate to a significant extent in the prototype project; all significant participants are small business or nontraditional defense contractor(s); or at least one third of the total cost of the prototype project is paid out of funds provided by parties to the transaction other than the Federal Government. The Government is seeking to collaborate with industry to perform coordinated research and development designed to attract new technologies and spur development of basic and advanced prototypes which are critical to the modernization of DoD electronics and packaging technology goals and objectives that are directly relevant to DoD weapons and weapons systems, allowing for the improvement of industry, university and Government capabilities to facilitate continued U.S. military supremacy in electronics and packaging technologies. The potential electronics, electronics packaging, and electronics manufacturing need areas will focus on systems and subsystems components required to address critical hardware and software needs for Radar Affordability requirements across the services and multiple platforms as related to Radar and Electronic Warfare (EW) technologies. Objectives of this OTA: The Government in conjunction with an industry partner shall perform a coordinated research and development program designed to speed development of U.S. Government, industry and academia capabilities in electronics design and manufacturing technologies proposed to be acquired or developed by the DoD to sustain U.S. military supremacy. The Government is seeking an industry partner with expertise in electronics and packaging technologies. This OTA will serve as a vital tool that will help the DoD achieve military integration that is critical to reducing the cost of defense weapon systems radar technologies. The electronics technologies developed under this OTA will be directly relevant to enhancing mission effectiveness. Under this agreement and associated prototype projects, the contractor shall perform coordinated planning and research and development prototype efforts designed to encompass the following as it relates electronics and packaging technologies with broad applicability across all DoD services, systems, and platforms: • Conduct research, including development and maturation of radar technologies in a manner that enables effective transition of the technology to programs of record via early consideration of life cycle support aspects (affordability, manufacturability, sustainment, training, testing, etc.) • Develop and demonstrate state of the art manufacturing technology solutions and strategies for identified DoD manufacturing requirements for radar, electronic warfare, communications, combat system, and power/battery systems. • Develop and demonstrate methodologies and technologies that reduce the DoD's reliance on legacy platforms specifically related to electronics, electronics packaging and electronics manufacturing, while delivering a solution that meets metrics, inclusive of performance, cost and schedule. • Develop innovative strategies for application of in-service radar systems, across multiple DoD services, platforms, and systems, to define while also providing appropriate return-on-investment for the technology. • Develop and demonstrate electronics and manufacturing technologies, including but not limited to, those to provide DoD solutions for: Transmit Receive (TR) Module manufacturing, transition of microwave tubes to solid state technology, power combining methods, development of common power supplies and interfaces, common limiters. • Develop new or innovative methods, as well as, designs, processes, tools and equipment, to introduce new electronics hardware, technical refreshes, or critical capability upgrades to legacy systems and to overcome obsolescence, in significantly reduced time frames. • Deliberately mature specified emerging technologies and/or manufacturing methodologies for to the point of demonstrating the technology in an operationally relevant environment. • Develop innovative strategies designed to overcome barriers in electronic systems that support weapons development, manufacturing, testing and training of electronic systems and subsystems. Additionally, novel technologies and strategies are needed for electronics, packaging and manufacturing of for existing designs and capabilities, as well as, improvements to system reliability resulting in life-cycle cost reduction. • Leverage insights obtained via collaborative planning between the Government and an industry partner so that the Government is better informed on emerging electronics system technologies from the private sector and industry achieves greater understanding of emerging DoD electronics, packaging, and manufacturing technologies that can be addressed with selected technology solutions. Any responsible/interested sources shall submit their qualifications and capabilities, to include company name, key personnel, facilities, facility and personnel clearance classification (minimum clearance already possessed or ability to obtain: Secret), partnerships and past experience to meet specific needs stated above. Specifically, responses should contain the company's experience and capability information, to include vision, goals, success criteria, metrics, management framework, accounting practices, and other information which the respondent considers of assistance in developing a successful partnership between the Government and their company. In addition, respondents shall provide a list of projects previously executed illustrating experience in each of the electronics technology areas listed in this notice. Interested sources shall submit all pages as a single (.doc or.pdf) file. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. No sensitive or classified information will be discussed. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts. This Sources Sought Notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. All information is to be submitted at no cost or obligation to the Government. The Government is not obligated to notify respondents of the results of this survey. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
