Description
The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a purchase order on a sole source basis (IAW FAR 6.302) with the International Association of Women in Fire and Emergency Services (IWomen) (formerly known as Women in the Fire Service) located at 4025 Fair Ridge Drive, Fairfax, VA 22033. The U.S. Fire Administration (USFA) was established by Public Law 93-498, the Federal Fire Prevention and Control Act of 1974, which called for the establishment of a National Fire Academy (NFA) to advance the professional development of fire service personnel and other people engaged in fire prevention and control activities; a technology program for the development, testing and evaluation of equipment for use by the nation's fire, rescue and civil defense services; the operation of a National Fire Data Center (NFDC) for the selection, analysis, publication and dissemination of information related to the prevention, occurrence, control and results of fires of all types; and to take all necessary steps to educate the public and overcome public indifference to fire and fire prevention. The purpose of this purchase order is to study unique, critical and emergent issues related to female firefighter occupational health and safety; and, develop initiatives, programs and strategies to enhance their health and safety. A key focus shall be to reduce volunteer firefighter/EMS injuries and deaths from heart attacks/stress as well as vehicle crashes. This study will also examine cultural and regional issues related to this topic. IWomen will work with the International Association of Firefighters (IAFF), the International Association of Fire Chiefs (IAFC) and their Safety, Health, and Survival (SHS) Section, as well as their Human Relations Committee, and the National Volunteer Fire Council (NVFC) on this study. IWomen has a long history of performing successful projects for the USFA related to national level health and safety issues for the female firefighter. These studies have resulted in the update and creation of numerous USFA publications and other outreach deliverables in this area. Created in 1982 as Women in the Fire Service, IWomen has provided education, support and advocacy for fire service women. IWomen and their membership have tremendous experience and credibility among the U.S. fire service related to issues impacting female firefighters. They are the only national level service organization solely focused on the health and welfare of female firefighters. The contractor must be able to meet the core responsibilities required for this requirement as follows: • Have extensive national level experience in managing and developing programs and outreach initiatives solely focused on supporting female firefighters and emergency medical responders. • Have extensive experience and a proven record of success in serving as a national level focus for issues related to female firefighters and emergency medical responders in both the career and volunteer service. Requirements: • Experience in managing and developing programs and outreach initiatives supporting female firefighters and emergency medical responders at the national level. • Experience in the creating technical publications for the USFA on occupational health and safety and other issues impacting female firefighters. FEMA determined that IWomen is uniquely qualified to perform this work as they are the only national level fire service organization solely focused on women firefighter health and safety issues. They have the knowledge and experience required to perform this work. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only known organization which can provide technically acceptable services is IWomen.
