- RFQ Statement of Work NOTICE TO CONTRACTOR This is a COMBINED SOLICITATION/SYNOPSIS for commercial services prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award a Firm Fixed Price (FFP) contract, utilizing procedures under FAR part 13, for Commercial Services as described in the schedule below. The proposed contract action is for an Enterprise Risk Management training course. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) DOL-MSH-16-Q-00027 is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87. It is the contractor's responsibility to be familiar with the applicable clauses and provisions referenced The clauses may be accessed in full text at this address: https://www.acquisition.gov/?q=browsefar The North American Industry Classification System (NAICS) Code for this acquisition is 611430; Size Standard: $11,000,000. SERVICE ADDRESS:. MSHA Headquarters Program Evaluation and Information Resources 201 12th St. South, 5W106, Arlington, VA 22203 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical- (a) Sub-factor I: Understanding of the Requirement - The government will evaluate the offeror's understanding of the work to be performed in accordance with the SOW. The vendor will submit a proposal that demonstrates their understanding of the work and the methods that will be used to complete the work in the SOW, with emphasis on answering the questions listed as objects in the SOW. (b) Sub-factor II : Teaching Experience - Offeror must provide information to support their ability to perform the work by providing the examples of teaching projects similar in nature and scope to the proposed assignment in the SOW (ii) Past Performance - The Government will evaluate past performance of current or previous contracts for relevancy (3 years) based on how well the contractor performed on projects of similar dollar value, scope, and complexity. Offerors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors. For contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement (iii) Price The Government will only consider firm fixed-price quotations. Offeror must complete and submit with the quotations FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (APR 2012). The provision can also be submitted at https://www.sam.gov. Contractor must be registered to the System for Award Management (SAM) prior to award. A nine digit Data Universal Numbering System (DUNS) number provided by Dun and Bradstreet is required to register. The website address for SAM registration is https://www.sam.gov. Electronic submission of Quotes: Quotations shall be submitted electronically by email to mckeever.jennifer@dol.gov Attention: Jennifer McKeever. Email submissions are limited to 20MB. The submitter should confirm receipt of email submissions. Quotations are due on or before 20 April 2016, 12:00 PM, Eastern Standard Time to be considered responsive. CLIN 0001 Enterprise Risk Management Training - two (2), two-day comprehensive and practical training sessions on Enterprise Risk Management (ERM ) to be provided to Miners Safety and Health Administration (MSHA) employees on MSHA's ERM framework. These trainings will be workshop-focused onsite and Video-Teleconferencing (VTC). Each class will have approximately 25 participants.
