- Special Notice: This is neither a request for formal Request for Proposals (RFP) or quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NSWCDD shall arise as a result of a response to this Sources Sought notice or NSWCDD's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Request for Information: The Combat Direction Systems Activity Dam Neck (CDSADN) Division supports various Activities and Commands in its role as In Service Engineering Agent (ISEA), Technical Design Agent (TDA), and Acquisition Engineering Agent (AEA) for suites of equipment that help achieve Information Dominance for the Navy. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Industry responses will be used as inputs in the formulation of acquisition approaches and plans for appropriate future investments. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia 22448-5110, on behalf of CDSADN, R30 Division, is seeking market research information regarding the following supply products and services: (1) Automated Signal Distribution System (ASDS) AN/SPQ-14(V) Equipment and Engineering Support Services (2) Data Distribution System (DDS) AN/SPQ-15(V) Equipment and Engineering Support Services The NSWCDD Contracts Department is issuing this Sources Sought/RFI announcement for CDSADN as part of market research efforts to assess availability for production of ASDS and DDS hardware units and their associated components and parts. This market research effort also seeks to assess the availability of services in support of U.S. Navy surface ship ASDS and DDS radar equipment as related to engineering, systems modification, installations, upgrades, or maintenance. The Government seeks to determine the capabilities of possible vendors. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract consisting of a Firm-Fixed-Price CLIN 0001. Complete units, components, and spare parts will be procured on this CLIN through individual delivery orders. The largest portion of this contract shall consist of the supply CLIN 0001. The contract will include a level of effort Cost-Plus-Fixed-Fee service CLIN 0002 to support the acquisition of engineering and technical services necessary to modify, install, upgrade, or repair ASDS and DDS equipment purchased on this contract. Engineering and technical support will be procured on individual task/delivery orders. All responsible sources may submit their technical capabilities which, if received no later than 3:00 PM (EST) on 18 April 2016, shall be considered by NSWCDD and CDSADN. All responses must be submitted to the Government point of contact at the email address shown below. Capability Statements - Interested contractors are invited to submit capability statements. Capability statements shall not exceed 10 pages and shall include the following items: 1. A complete description of the Offerors' capabilities, related experience, facilities, techniques or unique combinations of these factors that clearly relate to the Government's specific needs for this requirement to procure ASDS and DDS assemblies, components, and parts. 2. Does the Offeror have personnel available for engineering, technical support, manufacturing, and test functions who possess SECRET level security clearances? 3. A summary of previous corporate experience relevant to the the supply and service requirements listed above. 4. Any other potential pertinent information you wish to provide. This Sources Sought/RFI is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable.
