- This Sources Sought announcement is part of a market survey for information only, to be used for preliminary planning purposes. This is not a solicitation for proposals, and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. (Respondents will not be notified of the results of the evaluation). The US Army Corps of Engineers, Los Angeles District is seeking sources in support of Large Scale Civil Works projects primarily within the Southern California area. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, including the Small Business Community to include, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman Owned (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB); and/or to proceed with full and open competition as unrestricted. The Government strives to ensure that there is adequate competition among the potential pool of available contractors. 1.Offeror's name, address point of contact, phone number and email address. 2.The sources sought criteria are listed below in descending order of importance for the subject indefinite delivery order contract. Looking for (NTE) 5 projects within last 3 to 5 years that fit the criteria. a. Qualified Personnel (1)Qualified Personnel in Key Disciplines (a) Project Manager (b) Hydrologic Engineering (c) Hydraulic Engineering (d) Sedimentation (e) Civil Engineer (2)Qualified Personnel in Supporting Disciplines (a)Environmental Engineering (Riverine Ecosystem Restoration) (b)Geomorphology (c)Geospatial Analyst (Geographical Information System) (d)Water Quality (e)Groundwater (f)Fishery & Wildlife Biology/Ecology (g)Land Surveying b. A minimum of 3 years Specialized Experience and Technical Competence in the following: (1) Rainfall/runoff modeling (2) Discharge- and volume-frequency analysis (3) Sediment yield/sediment transport analysis (4) Hydraulic design of flood control/flood risk management structures, including local storm drains (5) Streambank protection (5) Overflow/floodplain analysis (6) Flood hydrograph analysis (7) Water control management (8) Preparing hydrologic and hydraulic documentation reports and water control manuals (9) Performing risk and uncertainty analysis (10) GIS applications in Hydrology & Hydraulics (11) Water quality analysis (12) Groundwater analy¬sis (13) Hydraulic Physical Modeling c. Computer capability and experience in using: (1) HEC programs; HEC-HMS, HEC-RAS, HEC-RESSIM, HEC6T, HEC-FDA, HEC-SSP, and HEC-DSS, and CWMS. (2) Related supporting software; Arc-GIS (including Spatial Data Standards for Facilities, Infrastructure, and Environment), Microstation including InRoads. (3) Advanced Computational Fluid Dynamics; FLO-2D, TuFlow, ADH, Mike 21, or similar. d. Capacity to accomplish the work. (1) Ability to meet project completion schedules and accomplish the work within the required time (2) Ability to accomplish multiple task orders simultaneously (3) Ability to perform up to $5.0 million in work of the required type over the life of the 5 year contract. (4) Ability to accomplish small task orders under $50,000 in a cost-effective, timely manner. The evaluation will consider the availability of an adequate number of key personnel, equipment, and access to lab facilities versus subcontracting needs. e. Past performance on DOD and Other Contracts. Projects completed within the last 5 years. f. Knowledge of the locality such as hydrologic characteristics, geologic features, climatic conditions, local materials resources, and local construction methods. g. Volume of DOD contract awards in the last 12 months. 3. Offeror's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned, 8(a)). 4. Offeror's joint venture information, if applicable, existing and potential. 5. Offerors (other than small businesses) should also provide their assessment of the degree of involvement by Small and Small Disadvantaged Business subcontractors, stated as a percentage of subcontracted dollars. Interested offerors should respond to the Sources Sought Synopsis no later than 5:00PM (PST) on Friday, April 29, 2015. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Tomas.e.Koponen@usace.army.mil and Patricia.B.Bonilla@usace.army.mil. Submissions should not exceed ten- 8.5 inches x 11 inches pages (five pages if printed two-sided). This sources sought announcement is open for responses from both small and large businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under 541330 Architect and Engineering Services. Submission should address all questions in the sources sought questionnaire and your firm's ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered.
