Description
The Defense Logistics Agency, DLA Maritime Norfolk, Contracting Division, intends to negotiate a Firm Fixed Price contract to procure Steam Rubber Hose Assemblies to be shipped to the Norfolk, Naval Shipyard, Portsmouth, Virginia 23709. The North American Industry Classification System (NAICS) Codes are 326220 (Rubber and plastic hoses and belting, rubber hose and tubing) and the procurement will be 100% set aside for small businesses. The contract line items are as follows: CLIN 0001: Steam Rubber Hose Assembly, 60 Assemblies 2" ID X 2.625" OD X 25 FT Long, Temperature rating 450 degrees Fahrenheit, minimum operating pressure 2250.0 PSI, CERTIFICATION FOR TESTING MUST BE PROVIDED BY SUPPLIER. ORDERING DATA: 2" Inside Diameter X 2.625" Outside Diameter X 25 Feet long* (+/- 12" length tolerance prior to attachment of end fittings) Temperature rating to be 450 degree Fahrenheit Minimum operating pressure to be 250.0 pounds per square inch Burst test pressure to be 2500.0 pounds per square inch Inner conveying tube material to be either Butyl, Chlorobutyl, Bromobutyl, or Ethylene-Propylene-Diene-Terpolymer Inside surface condition to be smooth Outer covering environmental protection to be abrasion, ozone and steam resistant First layer to be Braided Steel Wire Second layer to be Molded Rubber Third layer to be Braided Steel Wire Outer layer to be Molded Rubber Stainless Steel Liner to be 1.75" Inside Diameter x 0.015" thick. The Metal Liner shall be type 302, 304, 316, or 321 Stainless Steel Stainless Steel Liner to be permanently/mechanically attached to hose end fittings Each assembly to be coupled, male x female boss and spud with Polymer Seat. Male boss and Polymer spud to be permanently assembled and ready for use. Each completed hose assembly shall be hydrostatically tested to 250 PSI and held for 10 minutes with zero leaks and/or bulges allowed. Supplier must provide written certification that hose assemblies (Hose and Fittings) have been hydrostatically tested to 250 PSI for 10 minutes with zero leaks and/or bulges. At no cost to the Government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any and or all offerors during the evaluation process. Each hose assembly shall be permanently marked, at a minimum, with requisition number, working pressure and manufacturer's name. Hoses must be palletized The solicitation number will be SPMYM1-16-Q-0057. The solicitation is expected to be posted on or around 12 April 2016 and close on 19 April 2016 and responses may be faxed to the attention of Jessica Hedgepeth at fax number 757-396-9447 or emailed to her at jessica.gonzales@dla.mil. Potential offerors are hereby notified that the solicitation and any subsequent amendments will only be available by downloading the documents at either www.neco.navy.mil or www.fedbizopps.gov, as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
