The Mu-Del Antenna and system will be used to capture and route radio frequency (RF) telemetry (TM) signals for the ATS-C/U during Navy missile exercises. The Mu-Del equipment will be used to support the PEO IWS-3D, ESSM BLK2 and the PEO-IWS-2.0 programs, as well as other missile testing projects that have been scheduled for the next several years, starting in September 2016. The government intends to award a sole-source, firm fixed priced contract to Mu-Del Electronics, Inc. This procurement is commercial item IAW FAR Part 13.5. No solicitation will be issued but responsible sources may submit inquiries or request for information to pedro.rivas@navy.mil or by phone at 951-393-4535. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 FOR THIS PROCURMENT ACTION. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS. THIS NOTICE OF INTEREST IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. 2.0 BACKGROUND The Telemetry Systems Branch (PA44) facility at NWSC CO has a requirement to support the PEO IWS-3D, ESSM BLK2 program and other missile testing projects. In order to meet this requirement, the telemetry system needs to be fully integrated by the end of September 2016. The Universal Switching Corporation (USC) Matrix Switch and Distribution systems are manufactured solely by USC. USC in accordance with required configuration management considerations meets the requirements of 100% form, fit and function as a component of ATS-C/U. 3.0 SPECIFICATIONS Qty Brand Part No. Part Description 2 Mu-Del MANT-1424-2C-9A/0106 Mu-Del 9dBi Antenna 4 Mu-Del 2MDP-22400/51 Mu-Del Multicoupler (Front panel color Black - 27038) 2 Mu-Del MANT-1424-2C-9A/0106 Mu-Del 9dBi Antenna 2 Mu-Del MANT-2224-2C-16A/0106 Mu-Del 16dBi Helix Antenna 6 Mu-Del 2MDP-22400/51 Mu-Del Multicoupler (Front panel color Black - 27038) 2 Mu-Del 4MDP 22400E/51 Mu-Del Multicoupler (Front panel color Black - 27038) 1 Shipping and Handling The Mu-del Antennas and RF multicouplers, as a component of the NSWC CO ATS-C/U, is required to meet or exceed the following requirements: Specifications for 16dBi Antenna: •- Frequency Range: 2000Mhz-2500Mhz •- Antenna Gain at 2300Mhz must be 16dBic (typical) •- Antenna 3dB Beamwidth at 2300Mhz must be no less than 25degrees •- Antenna Polarization must be RHCP and LHCP with signal strength indicators for both channels •- 0.5dB Passband must include 2200Mhz to 2400Mhz •- Out of Band Rejection must be at least 50dB between 1900Mhz to 2700Mhz •- RF Amplifier passbands must be 2200Mhz to 2400Mhz •- Gain must be 45dB •- Noise Figure of 0.8dB maximum and 0.6db Typical •- Standard AC power 90-260VAC at 50-60Hz •- LED showing Power to system •- RF connectors will be N-Type (Female) •- Tripod ready with 1 ¼" x 6" extension •- Weather proof and sealed case •- Operating temperatures -20 to +50 degrees C •- Humidity 5 to 95% non condensing Specification for 9dBi Antenna: •- Frequency Range: 1435Mhz-2400Mhz •- Antenna Gain at 1485Mhz must be 6.5dBic (typical) •- Antenna Gain at 1800Mhz must be 8.0dBic (typical) •- Antenna Gain at 2300Mhz must be 9.0dBic (typical) •- Antenna Polarization must be RHCP and LHCP •- Axial Ratio 2dB •- VSWR 2.0:1 •- 0.5dB Passband must include 1435Mhz-1540Mhz & 2200Mhz to 2400Mhz •- Gain must be 45dB •- Noise Figure of 1.0dB maximum and 0.8db Typical •- Standard AC power 90-260VAC at 50-60Hz •- LED showing Power to system •- RF connectors will be N-Type (Female) •- Tripod ready with 1 ¼" x 6" extension •- Weather proof and sealed case •- Operating temperatures -20 to +50 degrees C •- Humidity 5 to 95% non condensing •- Specification for Mu-del Multicoupler (CLIN 2 & 5): •- Frequency Range: 200Mhz - 2400Mhz •- RF Input ports: 2 N-Type Female •- RF Output ports: 16 staggered SMA Female (Dual 1x8) •- Input Noise Figure 7dB (at Full Gain) •- Input 1dB compression -6dBm (Minimum) •- IP2 & IP3 at +14dBm and +4dBm respectively •- System gain 0 to 3dB •- Gain Flatness +/- 0.5dB typical •- In/Out Impedance 50ohms •- Input VSWR: 2.0:1 •- Output VSWR: 1.5:1 •- Out to Out Isolation 50dB Minimum •- Front panel adjustable screwdriver gain controls of 0 to 10dB on both input channels •- Size: 1.75" x 19" x 11" •- Color of front panel shall be Black •- Operating temperatures -20 to +50 degrees C •- Humidity 5 to 95% non condensing •- Operating altitude 0 to 10,000ft MSL Specification for Mu-del Multicoupler (CLIN 6): •- Frequency Range: 200Mhz - 2400Mhz •- RF Input ports: 4 N-Type Female •- RF Output ports: 16 staggered SMA Female (Quad 1x4) •- Input Noise Figure 7dB (at Full Gain) •- Input 1dB compression -6dBm (Minimum) •- IP2 & IP3 at +14dBm and +4dBm respectively •- System gain 0 to 3dB •- Gain Flatness +/- 0.5dB typical •- In/Out Impedance 50ohms •- Input VSWR: 2.0:1 •- Output VSWR: 1.5:1 •- Out to Out Isolation 50dB Minimum •- Front panel adjustable screwdriver gain controls of 0 to 10dB on both input channels •- Size: 1.75" x 19" x 11" •- Color of front panel shall be Black •- Operating temperatures -20 to +50 degrees C •- Humidity 5 to 95% non-condensing •- Operating altitude 0 to 10,000ft MSL DISCLAIMER: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.
