- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with AB Sciex, LLC., located at 1201 Radio Road, Redwood City, CA 94065 to provide repair services and preventative maintenance services for one (1) base year and four (4) option years on the NIST owned AB Sciex PA800+ Capillary Electrophoresis, Serial Number A746031297 and CESI, Serial Number B038770053. The sole source justification is based on the following: NIST owns and operates the above specified AB Sciex branded equipment. In order to maintain operation, NIST requires maintenance and repair services according to the manufacturer's maintenance and service protocols. Maintenance and repairs must be performed by a manufacturer certified technician using AB Sciex branded repair parts and repair protocols. Market research has shown that AB Sciex LLC., is the sole authorized provider of software updates, maintenance and repair services for these instruments and has no authorized third-party service providers. Given these facts, the preferred vendor AB Sciex LLC., is the only source reasonably available to provide the requirement maintenance and repair services for the PA800+ Capillary Electrophoresis, Serial Number A746031297 and CESI, Serial Number B038770053. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219 with a size standard of $20,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 am EST April 27th, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
