Action Code: Combined Synopsis/Solicitation Class Code: 66-Instruments and Laboratory Equipment NAICS Code: 334513-Instruments and Related Products Manufacturing Subject: 66-Sole Source for the Procurement of Viscometer Maintenance The Army Contracting Command-Warren (ACC-WRN) intends to award a sole source contract to Cannon Instrument Company for viscometer maintenance that includes one annual visit, parts, labor, travel, and expenses to clean the sample table and sample trays, adjust zero, switches and amplifiers. Run a calibration check - standard or reference oil for each bulb to be used for the day's testing. Calibrate if necessary. Check the silicone bath fluid level in the temperature baths. Add fluid, as needed, per manual instructions. Check regulator on the service panel during normal operation. Adjust, if necessary. Manually introduce a sample into each tube and make sure the sample level can be maintained. Check pneumatic functions of vacuum waste system for correct operation. Check operation of all indicator lamps. Replace, as needed. Inspect epoxy seal around thermistors in the viscometer tube. Detergent clean, if necessary. Ensure that the interface cables are clean and routed appropriately. Check for slilicone leaks in the top flanges of the constant temperature baths. Check/clean solvent filter inside of the solvent tank enclosure. Inspect vacuum pump diaphragm, replace, if necessary. Inspect vacuum waste bottle, replace, if necessary. Inspect power supplies and cables. Adjust power supply voltages. Archive data. Upgrade software to latest level. Period of performance to begin May 1, 2016. Award to be issued to Cannon Instrument Company. Cannon is uniquely qualified to fulfil the contract requirements, because it is the original manufacturer of the equipment. All responsible sources may submit a capability statement, proposal, or quotation - with all applicable discounts included - which shall be considered by the agency.
