- The United States Department of the Interior, Bureau of Reclamation, Upper Colorado Region, (Reclamation) is in need of a well-trained, highly capable, security guard service at the Flaming Gorge Dam facility. Flaming Gorge Dam and Power Plant (Flaming Gorge) are located near Dutch John, UT, in northern Utah. Dutch John currently has a population of approximately 150. Flaming Gorge is located approximately 37 miles south of Manilla, UT and approximately 45 miles north of Vernal, UT. Populations of Manilla and Vernal are approximately 300 and 11,000, respectively. Reclamation has determined that the Flaming Gorge Dam Security Guard Force requires a professional, high-caliber level of security services capable of addressing specified threats in order to protect Reclamation assets, visitors, and personnel. An effective, armed, guard force will detect, delay, deny, defend, and detain (the 5 Ds), as needed. Two armed guards are required at all times, i.e. 24 hours per day, 365 days per year. Security guards will be working very closely with Reclamation facility management, local state, county, and federal law enforcement agencies. Security guards are expected to protect the critical assets, employees, and visitors from damage, destruction, or harm to human life by a determined adversary. In their day-to-day functions, security guards are expected to communicate verbally with visitors as necessary to perform their job and provide answers to questions and maintain a secure and safe environment. A successful contractor must be capable of furnishing all labor, training, supervision, materials, equipment, and transportation necessary to provide armed security guard services and dispatchers. The contractor must provide office space and equipment, but Reclamation will make space available to place a mobile office within the parking area for the Visitor ¿s Center. The resulting contract will be a performance based, firm fixed priced, award term type contract with a base and options for four additional years, plus a six month extension. Performance standards and the award term plan will be included in the solicitation. Contractor performance during the base and any option years exercised will be evaluated in accordance with the award term plan. "Better" or "Outstanding" performance by the contractor may result in award terms of six months or one year. As a result, the maximum potential period of performance is ten (10) years and six months. A site visit will be conducted. Information on the date and time of the site visit will be included in the solicitation.
