THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH FAR 15.201(e). PRICING SHALL ONLY BE USED FOR PLANNING PURPOSES AND SHALL NOT BE USED AS AN EVALUATION AGAINST ANY POTENTIAL OFFEROR SHOULD A SOLICITATION ARISE FROM THIS RFI. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification, hubzone, 8(a), small, small disadvantage, veteran owned small business or service disabled veteran owned small business) relative to NAICS 541620. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources to provide Legionella Water Management and testing services for VA Healthcare Systems (VAHCS): San Diego, Long Beach, Greater Los Angeles, and Loma Linda. The information identified above is intended to be descriptive, not restrictive and to indicate the quality and services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the required specifications. If a solicitation is published, a site walk thru may be available in order to address key details. If you are interested, and are capable of providing the sought out services please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small; (2) If small, does your company qualify as a small, emerging business, or small disadvantaged business; (3) If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a) of the Small Business Act; (4) Is your firm a certified "Hubzone" firm; (5) Is your company a woman-owned or operated business; (6) Is your company a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business; (7) If your company has FSS GSA contract, please provide the contract number and (8) your capabilities in regards to the items being researched. Responses to this notice shall be submitted via e-mail only at Claudia.lankford@va.gov Telephone responses shall not be accepted. Responses must be received no later than Thursday by 4:00 p.m. PST on April 15, 2016. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Statement of Work (attached below) LEGIONELLA SAMPLING, TESTING AND REPORTING 1.Scope of Work: 1.1.The contractor shall provide the labor, transportation, and materials to conduct Legionella sampling and analysis for potable and non-potable water systems throughout the VA Greater Los Angeles Health Care System, VA Long Beach Health Care System, VA Loma Linda Health Care System and VA San Diego Heath Care System. 1.2.The sampling shall be conducted as directed by the CONTRACTING OFFICER'S REPRESENTATIVE (COR). The contractor must be able to provide sampling within 24 hours notification from the COR. 1.3.Samples shall be collected at various locations throughout the designated facilities as directed by the COR. 1.4.Samples shall be delivered same-day as collected to a certified "Center for Disease Control" and Prevention (CDC) "Environmental Legionella Isolation Techniques Evaluation" (ELITE) laboratory located within Southern California. 1.5.The "Center for Disease Control (CDC Method)" for Legionella culturing known as "Procedures for the Recovery of Legionella from the Environment" shall be used for the sample analysis 1.6.The contractor shall provide a written and electronic report for each building and sampling event of the analytical sampling results within 10 DAYS of sampling. In addition, contractor will provide all sampling results on an Excel spreadsheet (template will be provided) for the purpose of entering data into the Water Safety Management Tool database. 1.7.All sampling/reporting for each building shall occur within the same day (i.e. routine sampling of an individual building not to be spread out on multiple days) 2.Qualifications and Duties of the Contractor 2.1.The contractor must demonstrate experience performing Legionella testing and reporting of in-patient hospitals, dormitories, and/or nursing home facilities. 2.2.The contractor must have staffed personnel which can demonstrate formal training and/or education in environmental sciences or related coursework. 2.3.The contractor must be able to report for sample collection within 24 hours' notice from facility management. 2.4.The contractor performing field sampling and reporting must be an unbiased 3rd party consultant that does not engage in the sale of Legionella prevention chemicals or equipment This is in order to avoid potential conflict of interest that can arise by a water treatment vendor providing interpretation and consulting of test results. 2.5.The contractor performing field sampling and reporting must be a separate entity than the analytical lab providing the Legionella analysis (Testing Laboratory). 2.6.The contractors are required to have Asbestos Certification for all their staff members, and must be verified by the COR and the VA Asbestos manager before proceeding with any type of field work at VA San Diego Health Care System. 3.Sample Collection: Sample collection shall be conducted following field protocols in accordance with the CDC Legionella Testing Method. Chain of Custody forms shall be completed by the contractor during the collection of samples while assuring that the following requirements are also met: 3.1.Outlet shall be run for 15 seconds prior to collecting sample. When sampling potable hot and cold water fixtures, cold water shall be drawn prior to collection of the hot water sample. 3.2.At the time of sample collection, the following must be tested and documented: 3.2.1.Water temperature testing using probe. 3.2.2.Level of Free Chlorine residual biocide using an EPA-approved DPD colorimeter. EPA-approved test strips have not shown adequate accuracy in the field compared to a colorimeter method; therefore, the use of the test strip in this contract is not allowed. 3.2.3.PH testing using digital electronic probe or equivalent. Litmus strips or color matching are not acceptable methods due to lack of accuracy. 3.2.4.Sterile 250-mL plastic bottle with sodium thiosulfate preservative. 3.2.5.Adhesive label with sample identification including the date and time the sample was taken 3.2.6.Samples shall be stored in an insulated container until delivered to the laboratory. Samples shall be delivered same-day as collection to the certified CDC ELITE testing laboratory located in Southern California. Overnight shipping of samples is prohibited. A physical address of the Analytical Laboratory must be provided before and after each test to ensure that same-day delivery is feasible. 3.3.The contractor shall provide a written and electronic copy of analytical interpretation from each laboratory report received to the COR within 14 calendar days of sample collection. This Analytical Interpretation shall include the following: 3.3.1.A description of the sampling project, including outlet locations, and results. 3.3.2.Recommendations for corrective actions, if necessary. These recommendations shall be based on the Guidelines set forth in VA Directive 1061. 4.Qualifications and Duties of the Testing Laboratory 4.1.In accordance with VHA Directive 1061, the laboratory processing the water samples for Legionella must be certified by the Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) program as proficient at performing the culture of Legionella species from environmental samples. 4.2.The Testing Laboratory shall utilize the "CDC Method" for Legionella culturing known as "Procedures for the Recovery of Legionella from the Environment". The minimum detection limit for potable water samples must be 1colony forming unit per milliliter (cfu/ml). The CDC method includes the "Presumptive Phase" and "Confirmatory Phase" as described below: 4.2.1.The "Presumptive Phase" shall be used for Potable water and Non-Potable water. Potable waters shall be filtered and plated on Buffered Charcoal Yeast Extract (BCYE) agar for primary culturing of Legionella. Non-Potable water requires an acid buffer treatment prior to plating on the BCYE. Due to the overall high bacterial count present in the Non-Potable water, this step is used to reduce the number of these non-Legionella bacteria from the water before culturing. 4.2.2.After the "Presumptive Phase", the "Confirmatory Phase" shall be conducted. Relevant colonies shall be analyzed using the "Legionella Latex Test". This test is a serology method used to identify Legionella colonies by its Serotype. This test shall determine Legionella pneumophila Serogroup 1 and Serogroup 2-14. It shall also identify the presence of non-pneumophila Legionella bacteria, or "Other Legionella species" including Legionella anisa, Legionella bozemanii, Legionella dumoffii, Legionella gormanii, Legionella jordanis, Legionella longbeachae 1 and 2, and Legionella micdadei. 4.3.The contractor's analysis and report shall contain at least, but is not limited to the following information: 4.3.1.Testing Laboratory Name and Address 4.3.2.Project Name/Lab Request Number 4.3.3.NELAC Accreditation Number 4.3.4.Sample Receipt Date 4.3.5.Report Date 4.3.6.Name and Signature of Laboratory Director or Manager 4.3.7.Copy of Chain of Custody Form 4.3.8.Sample results in colony forming units per milliliter (cfu/ml) 4.3.9.Water temperature, biocide residual level, and pH for each sample collected 4.3.10.Method of Analysis 5.Required Analytical Sampling 5.1.The following sections provide a breakdown of sampling locations/frequencies: 5.2.Routine sampling is required on a QUARTERLY basis however; additional sampling may be assigned to the contractor at any time by the COR as described in section 1.2. The minimum number of samples is 10 hot and 10 cold per building (for routine quarterly sampling). Some buildings may require additional sampling at the direction of the COR. 5.2.1.If samples are positive additional sampling may be required as determined by the testing results, Water Safety Committee and directed by the COR. 5.2.2.Sample testing locations shall be determined by the facility Water Safety Committee and assigned to the contractor by the COR 5.2.3.Non routine sampling may be assigned to the contractor at any time as described in section 1.2. For non-routine sampling, the minimum number of samples is one. 5.3.Cooling tower systems shall be required to be sampled on a QUARTERLY basis, with one (1) Legionella sample drawn from each basin, if possible, depending on operation of the towers (drained towers are not able to be tested) however; additional cooling tower sampling may be assigned to the contractor at any time as directed in section 1.2 5.4.Non routine cooling tower sampling may be assigned to the contractor at any time as described in section 1.2. For non-routine sampling, the minimum number of samples is one. 5.5.Other Legionella sampling such as ice machines, air handler drip pans, dental/hemodialysis water may be assigned to the contractor at any time. Ice machine sampling is scheduled to begin at the beginning of this contract 5.6.If other Legionella sampling is required, the minimum number of samples is one.
