Description
The Defense Media Activity (DMA) is seeking authorized sources to provide a turnkey solution for audio-visual (AV) equipment and control system in support of Defense Information School (DINFOS) four (4) training rooms. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Defense Media Activity Headquarters is seeking interested vendors for the procurement of hardware, software and ancillary equipment in order to provide four training rooms and one control room with the necessary AV and control system at DINFOS. The primary purpose of the required AV equipment and control system is to be utilized for conducting seminars, working groups, meetings and collaborating not just within DINFOS but with DMA and other government agencies, as well as with civilian technology and academia entities relevant to the DINFOS and DMA mission. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: The mission of the Defense Information School (DINFOS) is simple: to grow and sustain a corps of professional organizational communicators who fulfill the communication needs of the military and government leaders and audiences. DINFOS has a long-standing mission of producing outstanding Public Affairs and Visual Information personnel for the U.S. Department of Defense. DINFOS is a component of the DoD's Defense Media Activity. Its primary purpose is to train members of all branches of the United States military in the fields of broadcasting, journalism, public affairs, and visual information. In addition, selected Department of Defense civilians and international military personnel can attend DINFOS for many of its courses. There are 32 different courses taught at DINFOS, and the courses can last from 5 to 124 days. DINFOS trains approximately 3,200 students annually, and has trained more than 1,000 international students from over 75 countries. Contract Number: N/A. This is a new requirement Contract Type: Firm Fixed-Price Incumbent and their size: N/A Method of previous acquisition: N/A Brief description of the current program/effort: The Defense Information School (DINFOS) has just completed a $40M expansion and renovation to its main campus in order to accommodate an increase in training throughput. Included in the new wing at DINFOS are four 70 person rooms(115 A-D) separated by three motorized partitions with a control room (117), at the rear of 115 A-D, with windows to view the two center rooms(115 B&C). DINFOS intends to hold conducting seminars, working groups, meetings and collaborating sessions relevant to the courses of instruction conducted within DINFOS. Required Completion Date: NLT 30 DEC 2016 Delivery Location: Defense Information School (DINFOS), Fort George Meade, MD 20755 REQUIRED CAPABILITIES: Turnkey design integration, installation, delivery and training of Audio/Visual (A/V) equipment and Control System with three requirements of the room operations (115 A-D): 1. Four independent Special Event/Training rooms when all partitions are closed. 2. One large venue (up to 500 persons) Special Event room when all partitions are opened 3. Any combination of open and closed partitions with control for each combined "room" Each of the 4 rooms shall be equipped with the following characteristics: - One (1) Presenter's lectern equipped with LED switched reading light, gooseneck micro-phone, LCD touch panel(<15"), for control system, mounted on an articulating arm capable of controlling basic functions of playback devices, projector screen controls, media sources and volume controls. The lectern shall be dark cherry finish, solid front panel to accommodate a DINFOS seal (up to 18" diameter seal). The lectern shall provide one HDMI, one VGA and one 1/8" audio port in order to accept signals from external laptop or multimedia playback device. The lectern must have a UL Listed surge protected power strip inside to adequately power ancillary equipment. - One (1) Floor mounted A/V interface box, installed in a government provided podium, housing all necessary connection ports for devices at lectern as well as for the HDMI, VGA and 1/8" audio ports at the lectern for external laptop or multimedia playback device. - One (1) ceiling mounted Multimedia LCD projector with minimum of 5500 lumens, 3 CCD, 16:10 native aspect ratio. Projector shall be capable of displaying multiple analog & digital video inputs from multiple sources with WUXGA resolution. Projector must be controlled by control system and with IR handheld remote control. - Two (2) Wall and/or Ceiling mounted PTZ cameras. - One (1) CATV digital tuner to receive the DINFOS in-house clear QAM CATV signal as a source for the switcher, to be mounted with projector. - One (1) A/V Service panel to be located at the rear of each room, providing two (2) digital audio and video inputs from camera. Service panel will also provide audio outputs for 8 channel Press Boxes. - Two (2) UHF frequency agile wireless handheld & lavaliere microphone systems (inter-changeable), to be kept in the lectern. - One (1) 15" LCD monitor, connected to government provided PC in control room (117), to be located at lectern. - One (1) wired or wireless keyboard, connected to government provided PC in control room (117), to be located at lectern. - One (1) wired or wireless mouse, connected to government provided PC in control room (117), to be located at lectern. - Two (2) 55" - 60" LCD display panels. Rooms 115A & D will have one LCD display mounted on the outside walls and one mounted with ceiling mounted LCD display. Room 115 B & C will have two ceiling mounted displays in each room. - One (1) LED lighting system, consisting of a minimum of three lights, for lighting speakers. LED lights should be of a Low profile, ceiling mounted design. All LED lights will be controlled via a light board in the control room (117). - One (1) Sound reinforcement system configured into four (4) zones, one zone per room, with ceiling mounted speakers tuned to deliver clear voice from microphone and high fidelity sound from A/V playback devices. Speakers to resemble standard 2' x 2' dropped ceiling tiles (white). Special Event Room Performance Requirements: When one, two or all three partitions are opened up, the control system shall be able to recognize which partitions are open and be capable of controlling all A/V equipment (projectors, projector screens, digital display panels, speakers, etc.) in the combined rooms, to include switching and routing of video signals to/from various sources/destinations within 115 A-D & 117. At the minimum, the control room's equipment shall consist of: - One (1) A/V control system (all inclusive). - One (1) Live production A/V switcher with audio mixing capability (all inclusive). - One (1) Automated Real-time Close Captioning system for live and recorded video. - Four (4) digital media (Blu-ray) playback devices. - One (1) UHF Wireless intercom system supporting at 8 Users for communications between floor director, cameramen and production console operators. - Two (2) 8 Channel Press Boxes. - One (1) IP-based VTC system, must successfully communicate/interface with PTZ cameras, projectors, microphones and sound reinforcement sound system in each of the four Special Event/Training rooms and the control system. VTC system must be an approved product on the DISA UC APL. - One (1) Storage Area Network (SAN) with 50 Tera Bytes of storage being fed by cameras in all four training rooms. - One (1) network switch, sufficient in sized to accommodate connectivity of all network devices with a minimum of 10 open RJ-45 ports for expansion. All equipment will be secured in 19" equipment racks, with side panels on end racks. Total number of racks must be sufficient to house all required equipment plus four government supplied PCs, and an expansion capability of 26RU minimum. Control room shall have the capability to visually and audibly monitor the ongoing event in any of the four rooms simultaneously. The control room (117) has four (4) dedicated 20 amp electrical outlets (standard duplex) specifically to support this effort. The system shall supply one (1) HD/SDI video output to feed the in-house cable head-end system. A/V Control System must also be capable to feed audio and video signals from all rooms to a computer or manufacturer specific equipment for streaming purposes. Signal specifications: The entire system shall be capable of processing, switching, routing and displaying all industry standard formats and CODECs for both analog and digital AV with a minimum 1080p resolution upgradable to 4K & 8K. Contractor shall disclose all CODECs and formats supported. Requirement is for a single source to deliver a total systems package, inclusive of all design, integration, assembly, delivery, installation, commissioning, training and future technical support. Proposed systems shall incorporate, to the maximum extent possible, Commercial-Off-The-Shelf (COTS) components/systems properly integrated and designed to provide a fully functional, fault tolerant, system. Delivery of all systems will be to the Defense Information School located at Fort George G Meade, Maryland. Installation, testing and training will be provided as services inclusive of the offered hardware/software systems. All work required to assemble, install, test and activate the system will be performed by personnel certified to perform such work by the equipment manufacturer and in accordance with state licensing requirements. Training of DINFOS personnel on system maintenance and operations will be accomplished by equipment manufacturer or individuals certified by the equipment manufacturer to provide such training. SITE SURVEY: To ensure a better understanding of the requirement, a site survey will be held at the following location: DEFENSE INFORMATION SCHOOL (DINFOS) 6500 MAPES ROAD FORT GEORGE G MEADE, MD 20755 DATE/TIME: 21 APR 2016, 10 A.M. (LOCAL) Attendance at the site survey is highly encouraged. As of 4 Apr 2016, all visitors, contractors and vendors entering Fort Meade without a DoD ID will be required to pass a background check before gaining access on the installation. As a result of this new policy, DINFOS will be providing a van or bus at the Visitor Center (Main Gate at Reece Road) to transport interested vendors without DoD ID to DINFOS facility for the site survey. Contractors' personnel who wish to take the van or bus need to be at the Visitor Center NLT 0930, 21 APR 2016. You must bring Government-issued photo identification. Due to the limited space available, two workdays advance registration with a list of attendees from each offeror is critical. Attendance is at the expense of the offerors SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334220, with the corresponding size standard of 750 employees. This Sources Sought Synopsis is requesting responses to the following criteria from small and large businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Contractors having verifiable skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. Line drawings, layouts and conceptual drawings of proposed design DO NOT count against the page limit above, and shall be limited to no more than 20 pages of ‘C' size or smaller. The Government will not review any other data or attachments that are in excess of the above stated limits. Companies should provide clear and unambiguous evidence to substantiate that they are capable of fulfilling the requirement. Responses should include: a. Business name and address; b. Name of company representative and their business title; c. Type of Small Business; Cage Code; d. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) e. Experience: Please provide two and no more than five (5) contracts that your company has successfully completed for a similar type of vehicle or capability. (1) Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). (2) Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. (3) A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. f. Capabilities / Qualifications: (1) A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. (2) Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. (3) Specify any partnering arrangements and how those arrangements will impact the equipment or services provided, including technical expertise provided by each company. Please specify the percentage of work that each company will perform. (4) If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. (5) Provide a Rough order of magnitude for this proposed project. (6) Provide vehicle layout. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. g. References: (1) Provide references for at least two recent installations. With each reference please provide the following detail: - Facility name and address - Point of contact (name, tel. number, e-mail address) - Brief description of the referred system topology and how it compares to the transmission system outlined in this RFI (approx. 50-100 words) Written responses can be in any format, but electronic media must be in Microsoft Word® or Adobe Acrobat® formats. Responses to this sources sought notice should be sent via email NLT 29 APR 2016, 2 PM Eastern to Leila.s.miller.civ@mail.mil. Interested businesses should submit a brief capabilities statement package demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
