Description
The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse and mental health treatment services for male and female inmates in the Rockville, MD area. The location where services are to be provided should be accessible by local transportation, within 10 miles of the Maryland Department of Aging located at 401 Hungerford Drive, Rockville, MD 20850 and must be located within a 0.5 mile walk from community based transportation. This requirement will ensure inmate accountability is maintained and inmates will not have long commutes to the treatment center, reduce inmate transportation costs and ensure that public transportation is available. Performance periods under this contract will be for a one-year base period to begin on October 01, 2016 with four (4) one-year option renewal periods with service ending (if all options are renewed) on September 30, 2021. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively. The following services are required and may be sub-contracted to another licensed contractor. Base Year: Estimated Number of Substance Abuse Inmates = 25 Substance Abuse Treatment Services: 2000: Substance Use Intake (one per authorized inmate) for 25 inmates = 25 assessments 2011: Substance Use Assessment and Report (one per authorized inmate) for 25 inmates = 25 assessments 2010: Individual Counseling (30 minutes = 1 unit) 48 units (per inmate) x 25 inmates = 1200 units 2020: Group Counseling (30 minutes = 1 unit) 72 units (per inmate) x 25 inmates = 1800 units 2030: Family Counseling (30 minutes = 1 unit) 36 units (per inmate) x 25 inmates = 900 units Mental Health Treatment Treatment Services (CTS) most recent Statement of Work dated April 2016 - Master's required. The request for quote will be available on or after May 10, 2016 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about June 3, 2016. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
