- Title: Notice of Intent to Sole Source - Gemini Avoidance System-Shock/Gemini Test Station. REQ #VS4082436 Description(s): The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to San Diego Instruments, Inc., 9155 Brown Deer Road, Suite 8, San Diego, CA 92121, for a Gemini Avoidance System-Shock and a Gemini Test Station-Shock. The North American industry Classification System (NAICS) Code is 334516 and the business size standard is 500. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that San Diego Instruments, Inc., is the only known responsible source capable of providing the required instruments and no other product will satisfy the agency's requirements. The purpose of this Purchase Order is to obtain 2 Gemini Shuttle Box Units from San Diego Instruments, Inc. Two additional systems are required to expand and continue experiments. Identical units are required to both accommodate both active avoidance and passive avoidance testing procedures and option for air stimulation.. The ability to maintain continuity of experimental procedures is crucial to the success of the DNTP Group's mission to the NIEHS, RTP, NC. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM on April 15, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
