- Project Description: The contractor shall furnish all labor and materials to completely to expand the Barrancas National Cemetery in Pensacola, Florida to accommodate approximately 14,000 gravesites, including pre-placed crypts, columbarium niches and in ground cremains, Memorial Wall and Ossuary, Memorial Walkway, Public Assembly Area, add Cortege Lane, roadways, parking areas, renovations to Maintenance Facility, Historic Maintenance Facility, Administration Building, and overall site infrastructure which includes drainage improvements, pavement repairs, utility systems, site furnishings and signage, landscaping and irrigation. The project shall include an Early Turnover (ETO) phase consisting of approximately 650 oversize pre-placed crypts and 350 traditional gravesites, with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The project shall also include an updated master plan for the expansion area and remaining 21 acres of undeveloped land. The Barrancas National Cemetery expansion is planned as a Design Build acquisition for award in FY16. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification. The approximate project duration is 1,450 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures.
