- The Army Contracting Command (ACC) Warren, MI is seeking sources on behalf of the Program Manager, Armored Fighting Vehicles (PM, AFV) to identify a source to purchase both new and remanufactured 675 Horsepower (HP) Diesel Engines in support of the Bradley Fighting Vehicle System (BFVS) Engineering Change Proposal (ECP2) vehicles and the Paladin Integrated Management (PIM) vehicles, remanufactured 600 HP Centry Engines in support of the Multiple Launch Rocket System (MLRS) Carrier, and remanufactured 600 HP Reduced White Smoke (RWS) Engines for the BFVS. This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of ACC - Warren or PM, AFV. The intent of this Sources Sought Notice is to identify qualified vendors that have the knowledge and ability to manufacture Diesel Engines without a Government-provided Technical Data Package and limited Government technical direction. The vendor must be able to supply the labor, parts, materials, equipment, services and facilities needed to manufacture and remanufacture the Diesel Engines with deliveries beginning approximately April 2018. The remanufacture process includes disassembly and reassembly, subassembly repair or replacement and full testing. 4. Can the contractor obtain new parts needed to completely rebuild the engine back to OEM standards? 5. Can the contractor rebuild the long life engine container to include replacing parts, repairing metals, welding components? 6. Is the maximum contractor capacity for complete engine manufacture and remanufacture with testing over 10ea per month? If not please specify estimated capacity. 7. Is the contractor's facility currently ISO 9001-2008 certified? 8. Is the estimated time for delivery of the first 10 engines 180 days after receipt order (DARO)? If not please specify estimated timeframe for delivery. 9. Does the contractor have a system to track government furnished property (GFP) in accordance with Federal Acquisition Regulation, part 45? This Sources Sought Notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
