THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A DRAFT SIR CONSISTING OF SECTIONS B AND C FOR THE PURPOSE TO OBTAIN COMMENTS FROM INDUSTRY. The purpose of this announcement is to obtain industry comments on the attached Draft SIR Sections for the Strategic Sourcing for the Acquisition of Various Equipment and Supplies (SAVES) for Commercial Off-the-shelf (COTS) Information Technology (IT) hardware (HW) requirement. *** If you are viewing this announcement on any other site, except the FAA Contracting Opportunities website, please go to https://faaco.faa.gov to view it in its entirety with attachments. 1. Reference FAACO Announcement for a Market Survey, #18439, dated 29 October 2014. 2. Industry participation while encouraged, is strictly voluntary. Failure to provide a response will not prevent a vendor from submitting a formal response to the FAA's release of a future SIR. All interested parties are instructed to view the attachments entitled DRAFT Section B and DRAFT Section C - Statement of Work that are hereby provided for questions and comments. All questions and comments will be reviewed and taken into consideration but may not be answered. 3. Offerors are advised that if the FAA decides to award a contract (or contracts) as a result of the draft Section C - SOW and Section B provided for SIR DTFACT-15-R-00045 in this announcement, the FAA anticipates that the resultant contract(s) will be phased out in the future, with the requirements transitioning to a future Integrated Service Center (ISC) contract. The requirements contained in this draft SOW fall under an overarching AIT initiative to move towards an Integrated Service Center. As noted in RFI 23734, the FAA expects to release a SIR for the ISC contract in September 2016, with a tentative award date in February 2017. The FAA expects to phase in hardware support to the ISC contract beginning during the first two years of performance on the ISC contract, and anticipates the phase in will be complete no later than the fourth year of performance. Please note that the anticipated dates for SIR release and award given for the ISC are tentative and subject to change. Similarly, the anticipated timeframe for the transition of hardware support to the ISC contract is also subject to change in the future. Anticipated dates are provided solely for awareness, and do not bind the Government in any way. 4. This public announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Policy 3.2.1.2.1. Interested parties are advised that: - This is not a Screening Information Request (SIR) or Request for Proposals; - The FAA is not seeking or accepting unsolicited proposals; - The FAA will not pay for any information received or costs incurred in preparing responses; and - Any costs associated with the response submittals are solely at the interested parties expense. 5. Description of the Required Services: This SAVES contract will be a DOT-wide strategic sourcing contract managed by the FAA. SAVES contracts are mandatory use contracts for the FAA s IT community under the Acquisition Management System (AMS 3.8.6) and may optionally be used by the FAA s National Airspace System (NAS) community. Deliverables under the contract may include servers, storage arrays, network devices, Personal Computing Devices (workstations, laptops, tablets, thin clients, notebooks, etc.), computer peripherals and accessories, and miscellaneous equipment (large screens, touch screens, scanners, projectors, etc.) by various Original Equipment Manufacturers (OEM) that meet the FAA IT community s requirements. The Contractor must provide technical and professional support services that enable the full life-cycle management of IT assets. These services must be directly related to the range of products offered under the contract and must be performed as requested by the Contracting Officer on individual delivery orders. The FAA SAVES contracts currently utilize contract line items (CLINs) that aggregate manufacturers' products into categories or suites of products. These categories are in direct relationship to the manufacturers' pricing to the resellers who hold the contracts. For each of these categories the contractor is required to provide a minimum discount from the manufacturer suggested retail price (MSRP). Higher discounts for items on sale, at end-of-life, or for volume purchases are required on the contracts. CLINs are also established for generalized professional services (e.g., training, installation) on a maximum rate per hour basis and for other direct costs (travel expenses, materials, etc.). The rationale for this way of structuring the contract is to ease the administrative burden in maintaining CLINs for products by part numbers. The contractor reseller is able to provide a wider range of products and can respond to frequent product changes. Contract modifications are only required in response to changes in pricing from the manufacturers (OEMs) to the resellers or to their MSRPs. As an example of this methodology, consider a fictitious OEM called "ABC". The following CLINs (simplified for this example) might be established on a SAVES contract with reseller "Acme": CLIN OEM DESCRIPTION Acme's Minimum Discount from MSRP 100 ABC Laptop 30% 110 ABCServer 32% 120 ABCServer Maintenance 7% 130 ABCMonitor 20% 6. This survey is not intended to guarantee procurement of a product and shall not be construed as a commitment by the Government to enter into a contract. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities (FAACO) web page.
