Description

NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Kenneth Irving Architect, 198 Orange Ave, Suffern New York 10901, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is Hudson Valley VA Healthcare System, Castle Point Campus. This action will result in a Firm-Fixed Price contract with a period of performance of Twenty (20) months. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than Wednesday, April 27, 2016 at 4PM PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after April 27, 2016 at 4PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Kenneth Irving Architects. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE - STATEMENT OF WORK A.. The Architect - Engineer Firm will furnish all materials, services, supervision, and personnel necessary construction period services to accomplish the job for the demolition, hazardous material abatement, and construction of addition and renovation of an area in building 15E and 15Hand comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work shall include selective demolition, excavation, and modifications of existing utilities and site features, walls, ceilings, trades mechanical, plumbing, electrical, etc. debris disposal, encapsulation coatings to interior surfaces: walls, ceilings, etc., and all new architectural, civil, steel, concrete and masonry, carpentry, roofing, electrical, plumbing, mechanical, HVAC, fire sprinkler and alarm work, and other related and ancillary work for the single story construction adding of approximately 8,535 square foot of new space and 7,141 square foot renovation of ground floor space in building 15E and portion of building 15H. The project includes an emergency egress from the 1st floor of 15E onto the roof of the new addition to a new stair tower. Construction Phase Services (including but not limited to): "Multi-technical services of architectural and engineering: civil, structural, fire protection, electrical, mechanical and plumbing. "Assist in the development of shop drawings, and review of submittals for acceptance. "Answer questions and RFI's about the project design. "Provide CIH services for lead and asbestos Tasks 6 - 9. "Provide Commissioning Firm to develop, assist and monitor equipment commissioning. "Conduct periodic inspection service. These "site visits" also include a pre-construction conference, intermediate, startup and a final inspection visit. The A/E will submit a survey report summarizing the conditions found at the construction site as a result of the site visit "Review change orders and provide detailed itemized cost estimates for same "Perform punch list for project close out "Prepare and provide originals (Mylar and electronically CD in AutoCAD) and copies of as-built drawings on AutoCAD from marked-up set provided by contractor. PERIOD OF PERFORMANCE: The period of performance for construction will be Twenty (20) months. The period of performance for asbestos and lead abatement will be during actual construction of the project. EXACT PLACE OF PERFORMANCE Work will be in building 15E, 15H, 16F and 9 and adjacent exterior areas on the Castle Point campus of HVHCS. END OF NOTICE
