- PROJECT DESCRIPTION WILLAMETTE NATIONAL CEMETERY GRAVESITE DEVELOPMENT (NEW LAND) & CEMETERY IMPROVEMENTS The purpose of this project is to enable an existing national cemetery to continue providing burial services for eligible veterans in the northwestern Oregon (Portland) and southwestern Washington area. Established in 1949, Willamette National Cemetery began burial operations in 1951 on 102.63 acres donated by the State of Oregon. By FY 2012 this cemetery had become the 7th busiest by interment workload among the 131 national cemeteries operated by the Department of Veterans Affairs, National Cemetery Administration (NCA). With all available land developed, NCA purchased an adjacent parcel of 38.22 acres in August 2011 for cemetery expansion. Of the entire 38.22 acre site, approximately 21 acres are considered developable for gravesite expansion. This project is for the next 10-year gravesite expansion on this new land. Included in this project is an update of the existing cemetery master plan to identify potential burial sites and master plan for development of the new 38.22 acre site. This project will include design development on existing and new land to maximize gravesite potential and provide for a 10-year full option gravesite inventory; additional acreage within the new land will be developed in future phases. The VA program Guide (PG-18-15, Volume D), A/E Submission Instructions for National Cemetery Projects will be followed, as well as the NCA Facilities Design Guide. The design will culminate in the preparation of contract documents and construction specifications to be used for competitive bidding purposes. This project will consist of gravesite expansion within the existing cemetery and on new land. The remainder of the undeveloped new site will be developed in future phased projects in accordance with the cemetery master plan. While several buildings will be renovated or replaced within the confines of the existing cemetery, the new land will provide only for gravesite expansion areas. Approximately 20 acres of undeveloped land will be consumed and 23,150 gravesites, including full-casket and cremain sites will be developed including the following elements and features: (a)Interment Areas (Burial Sections, including Early Turn Over area): (1)Casketed Remains: - approximately 6,000 pre-placed crypt full casket gravesites (1.1)Oversized/ Private Vault Casket Burial Section: - approximately 650 oversized pre-placed crypt full casket gravesites (2)Cremated Remains: - approximately 3,500 traditional in-ground, garden niche, or terrace sites with integral headstone support box, as applicable - approximately 13,000 columbarium niches - Ossuary for cremated remains (b)Memorial Walls (3) (approximately 300 spaces per wall) (c)Access Roads, Roadway System and Parking (d)Provide Site Furnishings, Receptacles, Signage for new site and replace existing to make uniform throughout cemetery (Victor Stanley style, galvanized prior to power coating) (e)Grading, Drainage (f)Fencing and Landscaping, as required for this particular site (g)Update Master Plan of the existing cemetery to identify any remaining gravesite development areas and develop a master plan for the new land acquisition area (l)Investigate feasibility in removing City easement separating the two parcels totaling approximately 38.22 acres (2)Possible bridge or mitigation to span access through the environmental easement identified on the new property (3)Consider accessing new property from existing cemetery Section AA and BB (h)Irrigation System, as required for extension onto this new site. This may require an additional well to augment water capacity. (i)Utility Distribution Systems, including off-site infrastructure, if necessary, to bring utilities to the site. (j)Upgrades to the existing Administration Building* including, but not limited to: (1)Construct chest-high counter, front lobby area, to better service customers and provide security into the administrative area. (2)Consider alternatives to increase space utilization and more efficient work-flow functions. May consider repurposing former public restrooms space for other requirements. (3)Expand basement into crawl space and determine feasibility to construct ADA exterior access to basement (north-east side of building) to allow administrative occupancy. (4)Replace single-pane glass windows, entrance doors, and storefront system for energy efficiency (FCA #238377) (5)Evaluate and address existing FCAs, as appropriate (k)Demolish and replace the existing Maintenance Buildings* #3001 and #3002 and provide sufficient parking for employees (1)Loading dock required (2)Equipment cage required (l)Development of new spoils storage area and stabilization of the existing spoils storage area(s) (m)Correct site drainage, (including Section D) (n)Protected Habitat Preservation, Wetlands, and Mitigation (o)Global Positioning System (GPS) Site Integration *New buildings will incorporate enhanced information technology and physical security requirements and shall include Green Building Principles and Renewable Energy Initiatives. Completed buildings shall be capable of LEED silver certification and meet all Federal Energy and Sustainability mandates. Design shall include mitigation of any environmental and historic issues identified during the environmental assessment process.
