- Project Description: This project will comprise the fifth phase of major development and will include approximately 23,000 casketed gravesites, 13,000 columbarium niches and approximately 7,000 in-ground burial sites for cremated remains providing an additional 10-year burial capacity on undeveloped land. The remainder of the site will be developed in future 10-year phased projects for full option burials. Only those facilities and infrastructure elements necessary to support the increase in maintenance, operations, and interments for approximately 10 years will be included in this phase of construction. Approximately 55 acres of undeveloped land will be utilized to develop a 10-year inventory of approximately 43,000 full burial option gravesites, a satellite maintenance facility, and an additional irrigation lake with this investment. Also included in this project will be infrastructure repairs and upgrades to the existing Riverside National Cemetery as identified in the current Facility Condition Assessment. Memorial Walls will be added at Riverside National Cemetery to accommodate memorial plaques honoring the memory of veterans, and other eligible individuals whose remains are not available for burial. This project will also improve the cemetery entrance, including cortege staging lanes, visitor parking, access to public information, and public restrooms. Drainage problems will also be addressed. The project will also encompass needed irrigation improvements and corrections to the water channel and lake system as well as extension of irrigation into newly developed areas. The project will also correct deficiencies in the infrastructure. Renovations and additions to the Administrative Building and Maintenance Complex and Committal Service Shelters will be accomplished to accommodate military honors teams including volunteers and public information functions. Improvements made to structures will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase consisting of approximately 1,400 to 1,750 in-ground cremain sites and approximately 2,000 pre-placed crypts with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The Riverside National Cemetery expansion is planned as a Design Build acquisition for award in FY16. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification. The approximate project duration will be 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures.
