Description
Mission and Installation Contracting Command - Fort Hood, Texas intends to award a firm fixed price sole source requirements contract to Orbis Operations, LLC. 6849 Old Dominion Drive, Suite 370 McLean, VA 22101 for the purchase of imulation assistance training (ASAT) from 26 April 2016 to 28 April 2016. Training includes the tasks required for primary and assistant instructors to conduct ASAT according to Programs of Instruction (POIs) and Training Support Packages (TSPs) that are to be approved and certified by the Training and Doctrine Command (TRADOC) Training Operations Management Activity (TOMA). The training shall be instructor-led and address a variety of discrete skill sets that can be employed to optimize the survivability of the individual Soldier. The Contractor shall ensure all training plans include, but are not limited to, the six domains of human behavior: heuristics, geographics, proxemics, biometrics, atmospherics, and kinesics. These domains develop a cohesive, proactive, and predictive methodology to greatly enhance the ability of individuals to establish a baseline for the human terrain in a given context or location, and then detect anomalies in it. The Contractor shall provide qualified instructors that can facilitate learning in the classroom or field training environment in accordance with (IAW) the TRADOC-approved TSPs; TRADOC Regulation (Reg) 350-70, Army Learning Policy and Systems; associated pamphlets; and TRADOC Pamphlet (Pam) 525-8-2, The Army Learning Concept for 201 This acquisition is conducted in accordance with FAR 13.106-1(b) (1) (i) For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization ) The applicable North American Industry Classification System (NAICS) for this requirement is 611699 - All Other Miscellaneous Schools and Instruction with the size standard of $11 million.
