- Tax Exempt Certificate Amendment 11 4/11/2016 Amendment issued to address the following questions: Question: The RFP requires the following - The InfiniBand network should also have two subnet managers with the second subnet manager configured as an active backup. Does this imply that the Mellanox UFM fabric manager is also required to be provided by the vendor? Answer: No. With two managed switches we don't require the vendor to provide the Mellanox UFM fabric manager. Question: On BNL's "credit reference letter" it mentions a tax exempt certificate. Are you able to provide the certificate? Answer: Yes, please see attached document. NOTE: Please be reminded that all proposals are due this Friday April 15 by 5:00 p.m. eastern time. Additionally the last day to submit any question is Wednesday April 13th by 12:00 p.m. eastern time. Amendment 10 4/08/2016 Amendment issued to address the following questions: Question: Typically, detailed Facilities rack level specifications are required in responses to these types of RFPs, including Watts, VA, BTUs per rack, and totals for the cluster. Does BNL require this level of data in the response? Answer: Yes to all above mentioned parameters. We'd also appreciate rack wiring diagrams. Question: Although Enclosure (2) seems to require the vendor to provide five (5) year service support and upgrade of cluster management software only, the RFQ seems to require the vendor to provide five (5) year service support and upgrade for all software. Does BNL require five (5) year support and right to upgrade licenses for all software, including the Intel Parallel Studio XE and PGI Cluster Development Kit (CDK) software? Answer: The answer is "yes" for the two specific software packages mentioned. Please refer to the Q&A document for RFQ MC308849 (amendment 2) for more details. Question: Does the GPFS performance need to be met for exclusive reads and exclusive writes? Answer: Yes, performance numbers as stated in the SOW are for exclusive read and exclusive write operations. Question: In reading the sample PO we have determine Brookhaven Science Associates (BSA), LLC is placing this Purchase Order. Could you provide us the audited financials of Brookhaven Science Associates (BSA), LLC as they are the Prime contractor. Answer: BSA, as the M&O Contractor for BNL, and DOE have a tri-party banking agreement with Chase to support all financials activities of operating BNL. The bank agrees to honor upon presentation for payment all payments issued by BSA for BNL's operation. The tri- party agreement with BSA and DOE and the bank is backed by a DOE funded LOC with the US Department of Treasury. Answer: Yes we are and after some internal review we have decided to remove this requirement from the SOW, ( Section 3. Statement of Work, subsection "H") Instead, the workload management software component SLURM will be obtained, installed and maintained by BNL staff. Nothing is required in this respect from the vendor. Question: Regarding a question about the PO and who it would come from - Can you confirm who the prime contractor is for this RFQ and who would be responsible to make the payments to the awardee? Answer: Brookhaven National Lab Question: In order to give vendors enough time to process answers to recent questions, and build the correct solution, would Brookhaven be willing to grant vendors an extension to 4/22/2016? Answer: The date must remain at 4/15/2016 Please note, that an updated SOW will be issued upon award incorporating all these changes and updates. Amendment 8 4/06/2016 Amendment issued to address the following questions: Question: Is the vendor expected to be responsible for software maintenance? Answer: The vendor has to deliver a working system, according to the SOW. But the vendor is not responsible for software maintenance beyond the acceptance of the system by BNL. Question: Do you have the height of the primary system administrator that would use the KVM console? Answer: 5'8" Question: Is the GPFS a hard requirement for the storage? Answer: Yes, GPFS is a hard requirement as the instance associated with the cluster will be tightly integrated with an existing GPFS environment. Question: Which company will submit the P.O.? Answer: Brookhaven National Lab Amendment 7 4/01/2016 Amendment issued to address the following questions: Question: Does BNL have a preference on cluster management? Some national labs have their own custom package or use ROCKS. There are also commercially supported cluster management tools. Answer: The RACF has its own custom cluster management infrastructure. ROCKS or commercially supported cluster management software is not required. Question: Will the racks and power distribution for the potential scale out be required upfront? Or would BNL like this itemized in scale out options? Answer: Inclusion of racks and power distribution for scale out is not required upfront. We also don't need it itemized. From past experience, these items are a very small fraction of the total cost of the cluster and don't have significant impact on a potential scale out procurement. Question: If the offeror comes in below budget. Would a higher 1st payment be possible to reduce interest on payments 2 and 3. Answer: No Amendment 6 3/31/2016 Amendment issued to address the following question: Question: Please provide more detail on the milestones for the second and third payments. What does the potential supplier need to do to meet the milestone requirements? Answer: The expectation is that the offeror will have an annual discussion with the end-user concerning the cluster system. The offeror would then issue a report summarizing that discussion. Topics could be but not limited to maintenance, diagnostic, performance and usage. Question: Please detail a situation where the potential supplier would not meet either of the second or third milestones as an example. Answer: If they didn't send in an annual report on or before the specified date. Question: Are you expecting the potential supplier to provide Brookhaven with a lease quote for the milestone payments? Answer: No, this is not a lease and cannot be considered one. Not even a lease to buy. Question: Is payment over a 3 year period a requirement for all future business with Brookhaven National Lab or just a requirement for this RFQ? Answer: No, just for this procurement. Question: Please clarify that your payment plan is to take the total price for the initial (108) node system (including Goods, Maintenance and Services) in 1/3 payments over a 3 year period? Answer : Yes. Amendment 5 3/30/2016 Amendment issued to address the following question: Question: Enclosure 3 Quotation Pricing Sheet ("QPS"): The QPS details out 3 milestone payments. In the description of Year 2 and Year 3 Milestone Payments, the QPS references reporting requirements around maintenance, diagnostic and performance as the deliverables in 2017 and 2018. However, the requested "Cluster Price" and the "Optional Compute Node" pricing appear to be one price that is all-inclusive of the solution (including the required maintenance). What do the year 2 and year 3 milestone payments directly correlate to, and how should the responses break out the pricing between the 3 milestones? Answer: In the Enclosure 3 Quotation Pricing Sheet ("QPS") there is a section where we ask the offerors to provide the total cost of the cluster system. Additionally we stipulate the milestone payments required for the cluster system only. Essentially One Third year one, One Third year two, One Third year three. Please reference attached updated pricing sheet. Milestone Payments: Year 1 One Third Delivery, Installation and final acceptance test, accepted by BSA at BNL as in accordance with the SOW. Year 2 One Third Receipt and acceptance of report to include but not limited to maintenance, diagnostic and performance Reports shall be received on or before April 1, 2017. Year 3 One Third Receipt and acceptance of report to include but not limited to maintenance, diagnostic and performance Reports shall be received on or before April 1, 2018. We also have requested pricing for the Optional Compute Nodes, which should be quoted independently of the total cost of the cluster system. Amendment 4 3/29/2016 Amendment issued to address the following question: Question: Can the cluster management Switch and the out-of-band switch be combined into one switch using a VLAN to segment them? This would reduce the number of switches per rack and reduce cost? Answer: Yes, both switches can be physically combined, segmentation via VLANs is acceptable. Amendment 3 3/24/2016 Amendment issued to extend the solciation date to 4/15/2016 and to address additional questions and provide a layout diagram for the system. Please reference new attchments. Amendment 2 3/18/2016 Amendment issued to address the following question: Question: If a BNL Quality Assurance Requirement does not apply, can we the Offeror incoporate our own quality Document in lieu of your plan? Answer: No, if a QA requirement doesn't peratin to your product then only those that apply would be required. Amendment 1 3/18/2016 Amendment issued to remove "Draft " water mark from the RFQ document. Additionally to address the following questions: Question: Will BNL accept a Supermicro configuration? Answer: No Question: Is it acceptable if the Offeror responds directly to this solciation or does BSA prefer this solicitation goes through a small business?
