- PRE-SOLICITATION NOTICE Solicitation No. SGE500-16-R-0076 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Roof Replacement and Roof Related Repairs of the existing Wilshire Apartment Building in Hong Kong. The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the second quarter of calendar year 2016. The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The work includes furnishing all labor, equipment, materials, and tools to accomplish a range of roofing related tasks such as: Remove existing tiles, setting bed, insulation board, lightweight concrete and asphalt membrane down to structural slab. Remove existing wood pergola, steel supports, and concrete plinths. Concrete Deck Primer. 1-ply modified bitumen secondary membrane. Separation Sheet. Insulation: 2 layers 25 mm (50mm total thickness) extruded polystyrene. Lightweight concrete sloping slab. Welded steel wire fabric Reinforcement. 2-ply modified bitumen primary waterproofing membrane. Mortar Bed: Portland cement and sand slurry Installed wet. Natural Granite Stone Tile. Welded steel wire fabric Reinforcement. Base Flashing: 2 plies modified bitumen. Metal Flashings Remove metal guardrail and lighting at parapet. Metal and glass guardrail/balustrade at parapet. Drains, overflows, and drain piping. Waterproofing at projections over balcony and bay windows. Metal copings & miscellaneous fabrications. Exterior lighting. It is anticipated that the magnitude of this project is between $100,000.00 and $500,000.00 U.S. Dollars for the entire project. It is anticipated for proposals to be due late may early June 2016, and it is intended to award the contract shortly thereafter. Companies interested in the solicitation should express their interest by written correspondence, no later than Tuesday April 26, 2016, at both of the following email addresses and MUST include the following information: Name of Firm, Name, Telephone, Email Address of Point of Contact and Complete Physical and Mailing Address of Firm DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide: a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, b. Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, and c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Hong Kong. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 40% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof. If you have a Duns number* and have been SAM** registered, please include below. Please note that the requirement to obtain a Duns number and for your company to be SAM registered, will be a mandatory requirement upon contract award.
