Vendor Questions & Answers Below are the questions received by PPPL via email, or at the time of pre-solicitation conference conducted on March 24, 2016: ** Specific requirement information regarding customizations, interfaces, and scope will be provided during the RFP process. This information is not necessary in order to respond to the Sources Sought document. Key assumptions made by vendors should be highlighted in the Sources Sought response. 1. Is PPPL planning to implement as a Big Bang or Phased roll out? {PPPL Answer}- At this time, PPPL is anticipating a Big Bang implementation. 2. Are you looking for an implementation partner with turnkey solutions? Or Staffing service? {PPPL Answer}- PPPL is not looking for staffing service, but looking for an implementation partner that can offer more than a turnkey solution. The complexity of the PPPL business requirements may require a more customized service. 3. In PPPL's quest to fully utilize PeopleSoft 9.2 FSCM delivered functionality to support improved administrative business processes in the following functional areas:  General Ledger  Accounts Payable  Project Budgeting and Commitment Control  Project Costing Management  Asset Management  Inventory Management  Procurement (Purchasing, eProcurement)  Labor Cost Distribution  Timesheet Management Is PPPL interested in extending any of these PeopleSoft modules to mobile devices? If so, which modules? What mobile devices and/or form factors might be deployed (iOS, Android, Windows? Smart phone, tablet, laptop)? Should the application work when the mobile user is not connected to the network (disconnected or offline mode)? {PPPL Answer}-PPPL is currently envisioning workflow to be available on mobile devices. Specific devices and form factors will be evaluated during the RFP process. At this time, the application is not required to work when the mobile user is not connected to the network. 4. Are you planning on implementing all the modules listed in the sources sought? {PPPL Answer}-Yes. 5. Do you have a PeopleSoft Admin/DBA on the team? {PPPL Answer}-No, PPPL does not have a PeopleSoft admin, but we have a DBA who can be trained during the implementation project. www.orafinapps.com 6. For the PPPL resources who will be working with the Integrator, have they been to 9.2 and People Tools 8.55 training by a certified Oracle University provider? {PPPL Answer}-The Project Manager and Business Analyst have functional PeopleSoft 9.2 training, but have not had People Tools 8.55 training. 7. Were the Project Manager and Business Analyst part of the fit/gap analysis? {PPPL Answer}-The Project Manager was part of the fit/gap analysis. The Business Analyst came on board shortly after the fit/gap analysis was completed. 8. Do you permit remote resources? {PPPL Answer}-Remote resources within the United States are permitted. However, the expectation is that the majority of functional resources will be onsite at PPPL. Remote resources outside of the United States may also be permitted. This information will be clarified during the RFP process. Assumptions made regarding remote resources should be highlighted in the Sources Sought responses, where applicable. 9. Was the Fit/Gap done previously by experts with complete knowledge of PeopleSoft functionality? Is that team allowed to respond to the RFP? {PPPL Answer}-Yes, an experienced vendor performed the Fit/Gap. That team cannot respond to the RFP. 10. Has any decision been made about the use of LBNL customizations? {PPPL Answer}-PPPL would like to leverage, where possible, the customizations that LBNL has already made to PeopleSoft 9.2 in order to meet similar business requirements. 11. Can multiple firms partner to respond to sources sought? {PPPL Answer}-Yes. That is a viable option. 12. Do you have security requirements with respect to onsite resources? {PPPL Answer}-All visitors to PPPL require a PPPL host. Non-U.S. citizens require review and approval prior to visiting. Additional details, such as training required for visitors working onsite, will be provided during the RFP process. 13. Do you have a requirement for small business set aside? {PPPL Answer}-There is no requirement for a small business set aside. 14. Does the implementation partner need higher education experience? {PPPL Answer}-PPPL would like respondents to have demonstrated through independently verifiable references that they have successfully delivered similar projects in the past. This can be demonstrated through higher education experience or other implementation experience. 15. Will PPPL share results of the Phase 1 Fit/Gap analysis? {PPPL Answer}-Work product from the Fit/Gap analysis will be included in the RFP. 16. The RFI does not have specific interfaces listed. Is it possible to get a number or any generic guidance regarding the number of interfaces? www.orafinapps.com {PPPL Answer}-Specific interface requirements will be provided during the RFP process. 17. Should a small business partner with a larger company for this project? {PPPL Answer}-A small business has the option of partnering with a larger company for this project, but it is not at all necessary or required. 18. We expect SME by modules. Do you have SME internal for collaboration and implementation exclusive? {PPPL Answer}-PPPL has SMEs available for collaboration for each module. A single PPPL employee may be the SME for multiple modules. The Deputy Project Director, Project Manager and Business Analysts will be exclusive to the implementation. Functional SMEs will contribute significant time to the implementation, but will not be exclusive. 19. Do you have specific governance requirements like SOX, HIPAA, etc.? {PPPL Answer}-The requirements for security, such as NIST, FISMA, and FedRAMP, as well as the requirements for a security risk assessment, will be clarified at the RFP stage. 20. If PPPL elects to go to a SaaS model, does PPPL have a CISO who can assist in attaining an ATO? Can we assume, under a SaaS model, PPPL will continue to maintain their current license agreements and payments and those that are needed can be used as part of the SaaS model? {PPPL Answer}-PPPL has a CISO available to analyze the possibility of assisting a vendor in attaining an ATO. Please note that because PPPL is a DOE laboratory, the ATO is granted by a federal official. A decision would be made during the RFP process. Vendor responses should include licensing options for SaaS models. Assumptions made regarding licensing should be highlighted. 21. For clarification, one copy of the Sources Sought response needs to be mailed to Casey Collins and one copy emailed to Casey Collins? {PPPL Answer}- Yes, that is correct. One copy emailed to cscollin@pppl.gov and one copy mailed to: Casey Collins Procurement Division Princeton Plasma Physics Laboratory 100 Stellarator Rd. Princeton, NJ 08540 22. Is this a T&M bid or fixed-price? {PPPL Answer}-PPPL anticipates a fixed-price. 23. Are security clearances required? {PPPL Answer}-No DOE or other US Govt agency security clearances (Confidential, Secret, Top Secret) are required. 24. It is my understanding that responses to the RFI will narrow the field to only those qualified? {PPPL Answer}-That is correct www.orafinapps.com 25. Over the vendor conference call, we were advised to partner with a larger company for this sources sought/project. However, [REDACTED] is a small business that has done a full-scale PeopleSoft implementation for DOE and other Enterprise System implementations for Fortune 1000 companies. Is it required that we partner with a larger company to be awarded this contract? Thank you [REDACTED] {PPPL Answer}- If [REDACTED], SB has the technical bandwidth, resources, and PeopleSoft implementation experience, there may be no sound or compelling business reason to partner with a larger entity - certainly none that would be PPPL-imposed. The size of the respondent's business, per se, will be considered neither a positive nor a negative discriminator. On the question of SB set- aside (which this will not be), I intended to encourage SB partnering's where it makes programmatic sense to do. 26. Work is to be done on site with key personnel but worker bees can be located in the US to cut down on the price? Also h1b's and green cards are acceptable? And you'll are thinking this will be fix price? {PPPL Answer}- Remote resources within the United States are permitted. Are there any significant changes in configuration from 9.0 to 9.2? Can they be leverage and applied configuration (in workbooks as an example) for baseline and review prior to build and configuration phase. Conversion, Interface, Integration - how much historical values to be converted? Integration points like 3rd-party. We have similar implementation from 9.0 to 9.2 and we got rid of majority of customization. For example, GL Workflow, VA to 9.2 as delivered. Are there any customization anticipated? Are there any security encryption expected from gov to gov external? Are there any documents finalized from previous phase to next phase? {PPPL Answer}- Specific information regarding customizations, interfaces, and scope will be provided during the RFP process. This information is not necessary in order to respond to the Sources Sought document. Key assumptions made by vendors should be highlighted in the response.
