- Description
- This is a solicitation for Multiple-Award Roofing Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts at Yokota Air Base and Off-base Sites, Japan. - Main scope of task orders is (not limited to) removal & installation of waterproof coating system or/and steel roof panel system, including roof insulation, fasteners and asbestos abatement incidental to roofing. 　 - Places of performance are at Yokota Air Base and its associated off-base sites (Fuchu Communications Station, Owada Commutations Station, Tokorozawa Transmitter Site, Yuki Radio Relay Site, Tama Service Annex, and Momote Annex) in Japan. - Contract Period is five (5) years (one-year basic period plus four (4) one-year option periods.) - Number of contractors selected for the basic IDIQ contracts is up to three (3) (however, the Government reserves the right to award fewer or more than three (3) contractors). - Guaranteed minimum amount for the life of the contract is Y250,000 for each IDIQ contract. - Maximum amount for the life of the contract is Y1,000,000,000, which is total amount of the task orders for all the multiple IDIQ contracts. - Basis of awarding the basic IDIQ contracts is Limited Tradeoff (LTO) Source Selection Process, evaluating Technical Proposals (Construction Business Licenses) on a pass/fail basis and evaluation Past Performance and Price (for a Seed Project) on a basis past performance approximate equal to Price. - Task orders will be issued based on evaluation of lump sum pricing from the multiple-awarded IDIQ contractors. The pre-proposal conference will be conducted on 26 Apr 16 at 1330 hours at 374th Contracting Squadron, Bldg 620, Yokota Air Base. Site visit for the seed project at Bldg 4018 will be conducted following the pre-proposal conference. NOTE: This acquisition is unrestricted; however, the solicitation includes clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified pursuant to AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
