Description
Use and Non-Disclosure Agreement - Tactical Control System (TCS) Information Requested Use and Non-Disclosure Agreement - Underwater Systems THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential sources that possess the capability to perform development of the Tactical Control System (TCS), a subsystem within the AN/BYG-1 Combat System. The TCS subsystem includes applications that provide the warfighter the ability to localize, track, and manage contacts based on sensor inputs provided by other subsystems. Additionally, TCS integrates other tools to help the warfighter plan and execute their missions. Some of these tools will be developed under this contract, and some will be provided to the contractor to be integrated into TCS. TCS will be delivered via the Technology Insertion (TI)/Advanced Processing Build (APB) process as a separate Subsystem. TCS is installed on all US and Royal Australian Navy Submarines as part of the AN/BYG-1 Combat Control System. It will also be installed on the future Ohio Replacement and Australian Future Submarines. Due to the nature of this requirement, a prospective offeror would need to demonstrate the required level of technical expertise, as well as the ability to fulfill the requirements described in this notice. Responses to this notice must be submitted via email to the points of contact listed at the bottom of this notice, and must be received no later than 5:00PM Eastern Time (ET) on May 11, 2016. The subject line of the email should read "Tactical Control System (TCS) Sources Sought". Please limit responses to 25 pages or less (including cover and administrative pages); 1-inch margins; and 12 point font (or larger). Interested parties are requested to respond with a white paper company profile to include the following: a. Company Name; Company Address; Company Website; Point of Contact; Phone Number; and E-mail address. b. Cage Code c. Identification and verification of the company's business size (i.e., small, large) relative to NAICS Code 541512, Size Standard: $27.5M. d. Small Businesses are reminded under FAR 52.219-14; Limitation on Subcontracting, for services, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Include the percentage of work that will be self-performed on this project. e. Level of Facility Clearance - Required to have secret clearance f. A detailed narrative identifying how the respondent's knowledge, skills, and abilities meet the requirements listed in Attachment 3. Each requirement shall be listed in order, with a written response detailing the respondent's expertise in performing the stated requirements. Supporting rationale/data should be provided as an annex. A draft Performance Specification (PSPEC) and notional TI18 and TI20 schedule associated with this notice will be provided for informational purposes only, as Attachment 4 and Attachment 5. The draft PSPEC is marked Distribution Statement D - Distribution authorized to the Department of Defense (DoD) and U.S. DoD contractors. The Navy will verify that each interested party is a registered DoD contractor, and will send a PKI encrypted email with the attachments. All parties interested in viewing these documents shall complete the Use and Non-Disclosure Agreement (Attachment 1) and the Underwater Systems Use Agreement (Attachment 2). Completely fill out and scan to PDF the Use and Non-Disclosure Agreement and the Underwater Systems Use Agreement. Incomplete agreements will not be accepted. No more than 2 people per company will be approved for access. A valid PKI certificate is required to receive access to these documents. You must be a US Citizen or Permanent Resident Alien. Please allow 1 to 2 business days for access to be granted. No person may have access to the draft PSPEC and TI18 and TI120 notional schedule unless that person has been determined to have a valid need for such access in connection with the accomplishment of a lawful and authorized Government purpose. Printed and electronically stored documents must be protected IAW DoDM 5200.01, Vol. 4, Controlled Unclassified Information (CUI). To request Attachments 4 and 5, interested parties shall submit a written request via a PKI signed email message with completed Attachment 1 and Attachment 2 documents to the following: TO: karen.edmonds@navy.mil CC: cherissa.tamayori@navy.mil All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. To aid the Government in its review, please segregate proprietary information. Responses to this notice will not be returned. This notice is not a request for proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy.
