- Area Map SF-1442 DESCRIPTION/SPECS/WORK STATEMENT RECREATION AREA RESTORATION - GULL LAKE 1. GENERAL. 1.1. Description and Location. Gull Lake Recreation Area is a Corps of Engineers managed park that includes heavily utilized facilities including a dam, campground, boat ramps, picnic areas, hiking trails, and a beach, etc. It is located adjacent to the City of East Gull Lake approximately eight miles north of Baxter in Cass County, Minnesota. The recreation area was hit by a severe storm during the summer of 2015. This contract will involve various tasks to restore the area so that it can be safely utilized by the public again. 1.2. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the contract, in strict accordance with the specifications, all of which are made part hereof. All work materials and services not expressly called for in the specifications but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government. 1.3. Payment. Payment will be made in accordance with the terms and conditions herein. The contractor must submit a detailed invoice to the Lead Ranger for payment. 1.4. Contract Period. Work can be initiated as soon as possible after notice to proceed. Bid item 001 (Campsite Leveling/Addition of Aggregate) shall be completed by no later than 20 May 2016. The bid items 0002 through 0005 shall be completed by 3 June 2016. 1.5. Damage to Government Buildings, Equipment, and Vegetation. The Contractor shall be responsible for notifying the Lead Ranger of any apparent damage to Government buildings, equipment, public property, vegetation and natural features that are related to the work under this contract. Notification shall be in writing and furnished to the Lead Ranger within 24 hours of each discovery of damage. 2. PERSONNEL. 2.1. Superintendent. The Contractor shall act as, or designate and provide a superintendent on site whenever the work specified herein is being performed. The superintendent shall conduct overall management coordination and be the central point of contact with the Government for performance of work under this contract. The Superintendent or any individual designated to act for them, shall have full authority to contractually commit the Contractor for prompt action on matters pertaining to administration of this contract. The superintendent shall deal directly with the Contracting Officer for normal day to day administration of the contract provisions. 3. RESTORARTION SPECIFICATIONS. 3.1. Campsite Leveling/ Addition of Aggregate. The Gull Lake Campground has a total of 41 campsites that are composed of class 5 aggregate base in both the driveway and camp pad portion of the site. The contractor will supply and add new class 5 to depressions and areas below grade before blade work is initiated. New aggregate will be mixed/blended with existing aggregate as much as possible. All class 5 aggregate shall be compacted prior to final leveling and grading. Each campsite has various recreational amenities on the site and it is the contractor's responsibility not to damage these. Amenities include but not limited to: picnic tables, grills, fire rings, power boxes, sewer, and water connections. Some campsites have timber borders and the contractor should ensure that the borders are secured before adding new aggregate. Care should be taken to ensure that aggregate does not cover the timber borders. The contractor will need approximately 121 yards of new aggregate. This is just an estimate and site visits are encouraged for exact measurements and existing conditions. Some sites will need more or less aggregate than others. The Contractor shall be responsible for all costs for utility surveys and markings if applicable and damage to existing amenities caused by the Contractor's actions. 3.2. Parking Lot Debris Removal. The Contractor shall remove debris left behind from logging operations. This debris is piled up adjacent to one of the projects day use parking areas. The tree debris ranges in size from saw dust, to branches, to large root balls. The tree debris is approximately 165 yards worth of material. The contractor shall dispose of the debris off site according to all applicable laws. Site visits are encouraged for exact measurements and to determine existing conditions. 3.3. Repair/Replace Fencing. The East boundary of the campground is lined with a 6 feet high galvanized chain link fence that is approximately 1300 feet in length. The fence received significant damage from fallen trees and branches. The contractor will be responsible for replacing approximately 550 feet of rail and approximately 150 feet of chain link fabric damaged from fallen material. Some sections of fencing can be corrected by manual methods and may not need to be replaced. Upon completion, repaired fence sections should not be visually distinguishable to existing fence sections which do not require repair. Additionally an approximately 150 foot section near the Southern portion of the property has fallen over in time due to placement in marsh-like material. This section of fence shall be permanently removed and properly disposed of off-site according to all applicable laws. Site visits are encouraged for exact measurements, to determine existing conditions and to determine the best methods to perform all aspects of the work. 3.4. Install Temporary Fencing Screens. The contractor shall supply and install temporary fencing screens in two locations inside Gull Lake Campground. One location is on the East boundary of the campground and the other is located adjacent to the electrical panels behind the campground shower facility. The fencing should be constructed of high quality polyethylene material with taped edges and grommets a minimum of 2 feet on center with a minimum height of 5 feet 8 inches and a burst strength of 210 psi or greater or equivalent. The color shall be a neutral earth tone to match the campground environment and pre-approved by the Contracting Officer. The fencing should be secured to the fence by a high quality UV resistant fastener that will outlast the fencing screen. The fencing on the East boundary will have a minimum of 350 linear feet of temporary fencing screen and the fencing adjacent to the shower facility will have a minimum of 135 linear feet of fencing screen. 3.5. Supply Black Dirt. The Contractor shall supply and deliver 66 yards of screened lawn and garden grade black dirt free of roots, weeds, rock, and other debris. Dirt shall be delivered to up to 3 locations within the facility specified by the Contracting Officer with a minimum of 11 yards per individual location.
