- Sources Sought Notice Board Certified Pulmonary/Critical Care Physicians and Resident Training Services NMVAHCS This is a Sources Sought Notice/Request for information for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA does not intend to award a contract on the basis of responses received or otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The purpose of this Sources Sought Notice is to perform market research to determine the existence of businesses that may be interested in and capable of providing 3 Full Time Employment Equivalent (FTEE) Attending Dermatologist to provide Resident training and provide veteran care at the NMVAHCS. 1 FTEE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays. This Sources Sought is for information and planning purposes and is not to be construed as a commitment by the government but only as a means of identifying responsible business concerns, registered with the federal government's System for Award management (SAM) https://www.sam.gov/portal/SAM/#1 that are interested in and capable of performing the work described herein. As a result of this Sources Sought Notice, the VA intends to issue a Request for Proposals (RFP) through FedBizOpps for the service described herein. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no response or information submitted to and received by the government shall be used to constitute basis for claim against the VA for the resultant use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NMVAHCS Internal Medicine/Pulmonary and Critical Care Department is committed to providing care that ranges in scope as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American Board of Internal Medicine (ABIM) http://www.abim.org/ Place of Performance: Services shall be provided on site, Raymond G. Murphy VA Medical Center, 1501 San Pedro Drive SE, Albuquerque, NM 87108. NMVAHCS Pulmonary/Critical Care MICU is a 24/7 operation. Shifts times are Sunday - Saturday 7:00 am - 7:00 pm and Sunday - Saturday 7:00 pm - 7:00 am including weekends and holidays. Services will involve but are not limited to: Direct Patient Care: 95+% of the time involved in direct patient care. Per the qualification section of this PWS, the Contractor shall provide the following staff: Board Certified Pulmonary Critical Care MDs Provide clinical Critical Care services consistent with the range of Critical Care services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American College of Chest Physicians (ACCP or CHEST). These services shall be provided on an inpatient consultative basis to all eligible Veterans at the NMVAHCS, in Albuquerque New Mexico. MICU hours are 24/7 365 days per year. No out of center on-call, but Holiday work is expected from 07:00 A.M. to 7:00 P.M. or 7:00 P.M. to 07:00 A.M. Sunday through Saturday. Pulmonary and Critical Care Resident education is required for this contract. Our affiliate, the University of New Mexico (UNM) Health Sciences center will assign 3 to 6 Pulmonary and/or Primary Care Residents to be supervised in inpatient clinical rotations. These clinical sessions are normally held from 07:00 A.M. to 7:00 P.M. Sundays through Saturdays at the VA Raymond G.; Murphy Medical center, Albuquerque, New Mexico. Services will be rendered in the following patient care areas: Medical Intensive Care Unit, consultative services in other inpatient areas of the medical center, i.e. Emergency Room, Surgical Intensive Care Unit, Telemetry/Step Down Units, General Medicine Ward, General Surgical Ward, Inpatient and Outpatient Clinics. Contracted service providers will augment staff physician coverage in the aforementioned areas. Additionally MICU procedures anticipated but not limited to are: Airway management including endotracheal intubation Fiberoptic bronchoscopy and accompanying procedures (as allowed in privledges) Noninvasive and invasive ventilator management Thoracentesis Arterial puncture Placement of arterial, central venous and pulmonary artery balloon flotation catheters Calibration and operation of hemodynamic recording systems Insertion and management of chest tubes Moderate sedation Proficiency in use of ultrasound to guide central line placement Scope of Care: Contract physician(s) (as appropriate and within scope of practice/privileging) shall be responsible for providing Critical Care, including, but not limited to : Inpatient Critical Care: Contractor physician(s) shall provide clinical Critical Care services. Contractor physician(s) shall be present on time for any scheduled shifts or tours as documented by physical presence in the MICU (Medical Intensive Care Unit) at the scheduled start time. Approximate case load is as follows: # of patients per session: there are 12 MICU beds in the NMVAHCS Medical Intensive Care Unit. The census can range from 1 to 15 patients with some patient responsibility in other inpatient wards at any given time. The standard shift is 07:00 A.M. to 7:00 P.M. or 7:00 P.M. to 07:00 A.M. Sunday through Saturday. # of Pulmonary Fellows and/or IM Resident supervision: There are between 1 to 6 Pulmonary Fellows and/or IM Residents in the MICU at any scheduled time. Critical Care Procedures: Contractor physician(s) shall provide comprehensive Critical Care services including the diagnosis and treatment of critically ill patients, Ventilator management, Cardiac output, Blood Gas monitoring and Critical Care procedures. Discharge education: Contractor physician(s) shall provide discharge education and follow up instructions that are coordinated with the next care setting for all patients as appropriate. Patient Safety Compliance and Reporting: Contract physician (s) shall follow all established patient safety and infection control standards of care. Contract physician (s) shall make every effort to prevent medication errors, falls, and patient injury caused by acts of commission or omission in the delivery of care. All events related to patient injury, medication errors, and other breeches of patient safety shall be reported to the COR VA Safety Policy. As soon as practicable (but within 24 hours) Contractors shall notify COR of incident and submit to the COR the Patient Safety Report, following up with COR as required or requested. The New Mexico VA Healthcare System (NMVAHCS) is seeking capability statements from organizations who can provide the required services at the NMVAHCS. The Government intends to issue a Request for Proposals (RFP) and award a Health Care Resources (HCR) Contract resulting from responses to this Sources Sought. The North American Industry Classification System (NAICS) code for this requirement is 621111 and the small business standard is $11.0 Million annually. Potential sources/interested parties are requested to provide a description of their current capabilities, as related to providing the services required. Interested parties are requested to provide the following information: (1)Company name, a.Point of contact, b.Physical address, c.E-mail address, d.Telephone and facsimile numbers e.Type and business size; (2) Name of principles to contact, including title and phone number; (3) Current price list.
