Description
The United States Army Contracting Command-New Jersey, on behalf of the Office of the Project Manager, Close Combat Systems, Picatinny Arsenal, NJ is seeking sources for the acquisition of Acoustic Hailing Devices (AHDs) in response to an Army requirement. The estimated requirement is approximately 800-3,500 AHDs to be delivered starting as early as Fiscal Year 2018. The current Government Performance Specification for the AHD can be referenced under MIL-PRF-0032381A (AR) produced by the US Army Armament Research Development and Engineering Center (ARDEC) titled ACOUSTIC HAILING DEVICE (Light). The AHD will be required to meet or exceed key performance requirements, delineated below. Interested respondents should include detailed information in a white paper format on any current capabilities meeting the following key performance requirements: 1. Ability to broadcast intelligible voice commands (both live and pre-recorded) and warning tones to targets at 300m, with the presence of 88dBA background noise at target location 2. +/- 15 degree acoustic beam width (defined as 3dB down points) 3. System weight of 45 lbs or less (not including mounting components) 4. Input power: 12-24 VDC 5. Mounting system compatible with HMMWV platforms and standard vehicle turret mount/ring 6. Ability to withstand military operating environments to include, but not limited to: a. Operating at -20°C to +60°C b. Operating in a salt/fog environment c. Operating in a blowing sand environment d. Operating in a blowing dust environment e. Operating in a blowing rain environment f. Operating while being exposed to operational vibrations typical of military platforms (i.e. HMMWV mounted) g. Fully functional after sustaining a packaged drop The Government is seeking those qualified sources that currently have a product or products that meet the key performance requirements as listed above, ready for production, commercial item. No developmental items will be considered. Should a firm requirement be solicited, the Government will require chosen vendor to successfully complete a full Product Verification Test (PVT) to be performed by the Army Test and Evaluation Command (ATEC). The Government will reserve the right to allow all, some or none of the data previously developed and collected by contractor or Government facilities. Qualified, interested sources are requested to include in their white paper submittal their company name, company address, company website, telephone number, point of contact, company size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, or Service-Disabled Small Business etc.), item nomenclature, item description, applicable documentation/brochure/literature and provide a Rough Order of Magnitude (ROM) production (unit) cost. Please provide any information with regard to quantity price breaks. Respondents shall also specifically provide/identify the following information: A. Product data sheets (to include details addressing items 1-6 above) B. Summary of testing completed on submitted product(s) (to include source and results summary) C. Information about any use of vendor product(s) by both military and/or non-military use. D. Product Availability E. Product Reliability data F. Current and forecasted maximum production rate G. Product warranty information, including the availability of a commercial warranty or an additional cost extended warranty H. Product sustainment/maintenance information I. Ability to provide logistics/sustainment support For respondents who believe they currently offer more than one product that can meet the required capability, please feel free to submit information on multiple products. For multi-product submissions, please ensure the requested information is provided for each product and is specifically delineated by model number so there is no confusion as to which product information is in reference to. In addition to the above, it is requested that respondents provide the following information: a. If the respondent currently has products that meet the above key performance requirements available through a contract vehicle with the General Services Administration (GSA), identify the products available and GSA contract number. b. If the respondent has previously sold products that meet the above key performance requirements directly to Army units or via rapid fielding organizations within the Department of Defense (i.e. REF), provide, if feasible, the type and quantity sold. This Market Survey is for planning purposes only and does not constitute a Request for Proposal (RFP) or an obligation on the part of the US Government. Responses to this market survey are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. The Government is not obligated to notify respondents of the results of this survey. The information must be submitted 30 calendar days from the date of this publication. If a formal Solicitation is generated at a later date, a separate Solicitation Notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. The information provided will not be returned. Interested firms should submit their responses to Angela Sarinelli at angela.m.sarinelli.civ@mail.mil by the due date of this Market Survey. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.
