Description
PPG Synopsis W909MY16RH006 13 April 2016 FSC 6115 NAICS 335312 with a business size of 1250 It is the intent of the US Army Contracting Command APG-Belvoir Division to issue a Request for Proposal (RFP) to a small business using full and open competition after exclusion of sources. The RFP shall be issued on behalf of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), for manufacturing, assembly, inspection, testing, and production of the Power Platoon Generator (PPG). The Platoon Power Generation (PPG) will provide small units with sufficient portable power to sustain Modified Table of Organizational Equipment (MTOE) unit power demand in support of 48 to 72 hour missions. If using a combustion engine, system must be capable of operating using a common logistical fuel (JP-8). It will be used primarily for charging batteries and powering various small types of Army communications and electronics devices in order to fulfill residual power gaps at the Squad and Soldier level. The PPG will provide power to Stryker Brigade Combat Teams (SBCT), Armored Brigade Combat Teams (ABCT), and Infantry Brigade Combat Teams (IBCT) in austere environments. The intent of the Army is to award a single award, 84 month contract. Phase I and Phase II shall be Cost Plus Fixed Fee and Production (Phase III) shall be Firm Fixed Price. Engineering and Manufacturing (EMD) Phase shall be 24 months; Phase I lasting 15 month and Phase II lasting 9 months. The Production Phase (Phase III) will include five (5) 1-year Option Periods. EMD Phase I will have a minimum of one (1) award, with a down select to one vender for EMD Phase II and Production (Phase III). The contract will be awarded to responsible offeror(s) whose proposal is determined to be the best overall (i.e. best value) proposal that is determined to be the lowest price technically acceptable (LPTA). It is anticipated that Request for Proposal W909MY-16-R-H006 will be issued on or around 13 May 2016 to the FedBizOps website with an anticipated closing date of 27 June 2016. All responsible sources may submit a proposal which will be considered by the agency in accordance with the RFP.
