Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source firm fixed price delivery order under Basic Ordering Agreement (BOA) N00019-13-G-0001 to Rolls Royce Corporation for eighty (80) T56-A-427A Bleed Air Collector Kit in support of a new design and reliability changes for all the T56-A-427A aircraft engines. NAVAIR intends to issue this procurement on a sole source basis with Rolls Royce Corporation of Indianapolis, Indiana, as Rolls Royce is the sole engine manufacturer of the T56-A-427A turbo propeller engine and is the only source that possesses the knowledge, experience, and technical data necessary to provide the required engines. Rolls Royce Corporation is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
