Attachment 2 -- CENTCOM Clauses Attachment 1 -- Draft Performance Work Statement SOURCES SOUGHT SYNOPSIS THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to issue a sole source 12 month extension for the U.S. Army Asymmetric Warfare Group (AWG) Operations Support on an SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. The proposed sole source contract modification to A-T Solutions, Inc. provides essential service support to the AWG and the Training and Doctrine Command (TRADOC) to enhance soldier survivability; increase combat effectiveness of the force; and enable the defeat of current and emerging threats. This contract supports AWG's mission to observe, analyze, train, and advise Army and Joint Forces world-wide to successfully predict, mitigate, counter, and defeat asymmetric and emerging hybrid threats. The Contractor provides support to the five main AWG functional areas: Headquarters; Operations Squadrons; Training, Advisory, and Assessment Squadron; Concepts Integration Squadron; and the AWG facilities at Fort A.P. Hill. Support consists of: a. Providing expertise, training, and education services in AW, operational and tactical TTPs, assistance in identification of asymmetric gaps and capabilities, logistics planning, information management (IM)/information technology (IT), weapon maintenance support and administrative support. b. Analyzing asymmetric threats, intelligence and the materials collected. c. Assisting the AWG in coordinating and synchronizing all AWG current operations by assessing current tactical situations reported. d. Providing operational support to include deployment in field environments from within the CONUS and OCONUS and remote locations (both CONUS and OCONUS) in support of the war-fighter, exercises, contingency operations, and other AWG missions. Support may be conducted in a tactical field environment and require frequent tactical displacement and may require Contractors to travel on military ground, air, or water transportation to OCONUS locations. The Contractor shall comply with Army Regulation (AR) 715-9, Operational Contract Support Planning and Management. e. Maintaining Contractor program management to include the AWG program, projects, Contractor costs, Contractor personnel, quality control planning and execution, direction, and coordination and reviews. f. Demonstrating flexibility in the performance of this PWS. The highly dynamic nature of the AWG mission and related perishable technologies and concepts may require some aspects of the tasks identified to be accelerated and support provided on short notice. A quick response support is mandatory to meet the needs of the agencies in support of the war-fighter and the Command. The statutory authority for the sole source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any costs incurred in response to this notice. Submittals will not be returned to responders. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code(s) is/are: 541690 - Other Scientific, and Technical Consulting Services, with a small business size standard of $15 million. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience and capability (indicate whether as a prime contractor or subcontractor) on similar DRAFT PWS requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. BE AS SPECIFIC AS POSSIBLE. 4. Capability and experience with the attached CENTCOM clauses (Attachment 2) and the following: a. Indicate level of experience with prime contracts requiring armed contractors and whether or not it's current, in the past, or never. If current experience applies, provide contract #, agency, and number of armed FTEs; b. Familiarity with OCONUS medical evacuation requirements for Government contractors; and, c. Status of holding an Afghanistan Business License (yes/no). 5. Information to help determine if the AWG Operations Support requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 7. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services. 8. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 9. Responses shall not exceed 10 pages. Additional pages beyond 10 will be removed; cover letters and extraneous materials are NOT desired. Materials, documents, web links, etc. incorporated by reference in responses will not be accessed by the Government for inclusion; all responses must be self-contained. Responses will only be accepted via e-mail. Telephonic and hard copy responses will not be honored. Please send your responses to MICC - Fort Eustis by 10AM EDT, May 12, 2016.
